QC Commits to Protect the Environment, Wants to Implement Green Purchasing and Green Building Programs PDF Print E-mail

Quezon City Mayor Herbert Bautista vows to actively lead the Local Government Unit (LGU) arena in green initiatives. After forging a Memorandum of Agreement (MOA) with the Department of Environment and Natural Resources (DENR) on an Urban Greening Program for the Quezon City Memorial Circle grounds, he then sought to meet with representatives from the Philippine Center for Environmental Protection and Sustainable Development, Inc (PCEPSDI) and the Philippine Green Building Council (PhilGBC) last October 28 at the Eastwood Richmonde Hotel in Eastwood City, QC. He consulted with these two institutions so that QC can come up with a sustainable public procurement program for the whole city hall, and green building standards for the whole city.  When implemented, QC will be the first LGU to come up with a defined green program for government procurement and building policy standards. 


At the 2nd Environmental Planning and Policy Council (EPPC) Meeting which he formed last September, PCEPSDI Executive Director June Alvarez and PhilGBC Chairman Arch. Christopher Dela Cruz each presented recommendations for QC’s green programs. PCEPSDI presented the National Ecolabeling Programme-Green Choice Philippines, where the purchase and use of ecolabeled products and services will be aligned in the existing procurement processes of the LGU.  This is also in compliance with Executive Order 301 Series 2004, which directs all departments, bureaus, agencies and offices under the Executive Branch of government to establish a Green Procurement Program. Under this directive, the NELP-GCP will act as the 3rd party verifier for the government’s eco-purchases. 


PhilGBC on its part, presented its BERDE rating system as a tool to measure the environmental soundness of buildings. Arch. Dela Cruz commended QC for its initiative to have its own green building policy and standards. 


As an agreement, QC will partner with PCEPSDI to assist in the setting-up of the Green Public Procurement Program for the city and PHILGBC will be consulted in the green building standards and evaluation process. A formal Memorandum of Agreement (MOA) signing will immediately follow to formally define institutional roles and functions. 


PCEPSDI is the administrator and secretariat of the NELP-GCP in country, which awards the Green Choice Philippines Seal to eco-products and services that demonstrate environmental leadership performance based on the international ISO 14020-series ecolabeling standards and evaluation process. It is an active member of the Global Ecolabeling Network (GEN), an association of ecolabeling programs around the world. 


PhilGBC, on the other hand, is associated with all Green Building Councils operating in different countries.
