QC Govt Assures Regular Waste Collection as City Seeks Alternative Sites PDF Print E-mail

The city government, through the Environmental Protection and Management Department (EPWMD) is working with hauling contractors to ensure the timely collection of garbage in the city, amid the difficulties of longer transport of waste to alternative sites as a result of the MMDA order to close Payatas.


The Metro Manila Development Authority (MMDA) has designated the Rodriguez Provincial Sanitary Landfill and the Vitas Marine Loading Station in Manila as alternative disposal sites for Quezon City’s garbage.

Although a re-opening of QC’s controlled disposal facility in Payatas has been approved by the Department of Environment and Natural Resources (DENR) and could be possible in the next few days, The closure plan for December is being finalized, Mayor Herbert Bautista has asked the EPWMD to come up with terms of reference to determine which of the alternative disposal sites offered to QC will be the most appropriate for its needs.

The Mayor further instructed the department to study which of these sites is the most cost-efficient, considering that the city needed a bigger budget for hauling services once the city’s disposal facility has been moved elsewhere.

Meanwhile, EPWMD head Frederika Rentoy said that allowing the re-opening of Quezon City’s controlled disposal facility in Payatas is necessary to give the city government sufficient time to prepare and institute its operationalization plan for the new garbage disposal and collection once the closure plan has been finalized.

Ms. Rentoy said that preparation shall include budget deliberation since a bigger budget is needed for hauling services once the city’s disposal facility has been moved elsewhere.

The city government spends about Php 780 million annually for hauling services to Payatas, according to EPWMD.  Should the city’s disposal facility be moved to Rizal Province and Manila, the hauling cost could reach P1.7 billion, the department added. About 550 trucks are used for the garbage collection and disposal needs of the city.  

Ms. Rentoy added that aside from budget considerations, the city also has to look into the readiness of the garbage disposal facilities that are being offered. She said that all alternative sites offered to QC also demand a longer route for the city’s garbage trucks.  

This will also entail a new contract with a new hauling service provider, which will make it imperative for the city to check on the capability of a big hauling fleet as the alternative sites also demand suitable trucks for a long haul.scroll back to top
