MAYOR BAUTISTA STRENGTHENS SUPPORT FOR ABUSED CHILDREN PDF Print E-mail

A better village for the rehabilitation of street children and abused minors.  This is the essence of the agreement Mayor Herbert M. Bautista signed today, May 2, with the ABS-CBN Kapamilya Foundation, for the improvement, repair, operation and management of the Children’s Village under the Foundation’s Bantay Bata 163.

Bantay Bata program director Jing Castañeda noted that the concept behind the development of a formal program to rescue and rehabilitate abused, exploited, and neglected children was a coordinative work between its founder, Gina Lopez, and then Vice Mayor Herbert M. Bautista in the late 1990s.  So, this has been a long, continuous advocacy of the mayor.

Subject to the availability of funds, the Quezon City Government shall contribute Php 20.07 million for the operation and maintenance of the village.  In exchange, the Quezon City Government will have priority in the referral of street children who keep going back into the streets, and rescued minors who have are victims of sexual abuse.

The Children’s Village is in a 2.5 hectare property in Norzagaray, Bulacan.  It provides referred children, who are less than 18 years of age, with a safe and child-friendly facility for residential and alternative parental care and case management, for a period from 6 months to one year, depending on the needs and circumstances of the child.
The project is a coordinative effort that involves directly the QC-LGU’s Social Services Development Department (SSDD), the Department of Social Welfare and Development for the training and capacity building needs of Village personnel, Bantay Bata 163, and various other private groups who share the same advocacy.

SSDD head Ms. Fe Macale said that, even right now, they are ready to refer five rescued children to the village.   The LGU can refer up to 100 children a year.

ABS-CBN Lingkod Kapamilya Foundation Managing Director Susanna Afan said that the Village is scheduled to reopen in August this year, or by September at the latest.  The village had momentarily closed to give way to much needed repairs and rehabilitation.  She hoped that this effort of partnerships with local governments and private organizations to help rescue, protect and help exploited children in be replicated in many other areas of the country.
