QC’s Urban Search and Rescue: Everyday Heroes on the Frontline PDF Print E-mail

A tragic accident happened on August 15, 2017 – a cement mixer truck lost control in the southbound lane of Mindanao Avenue when it hit the center island and landed on top of a car, trapping the occupants of the car. There were QC authorities who were the immediate responders to the accident and after assessing the situation called the QC Disaster Risk Reduction Management Office - Urban Search and Rescue (QC DRRMO - USAR) to assist in the situation.

First onsite was the QC USAR Team Charlie, led by Deputy Rufino Lim, Jr. of the USAR Special Rescue Unit.  The USAR quickly responded to the situation to extricate the family who were trapped in their vehicle.  Using special equipment, the USAR Team Charlie, lifted the overturned cement mixer with heavy duty hydraulic jacks. The hydraulic jacks is designed to lift heavy objects like collapsed beams, it provided support to life the cement mixer from the car, allowing space for the USAR team to cut through the vehicle and rescue the trapped family.

In anticipation for situations like this, the Quezon City Government has invested resources to improve the capacity of the QC DRRMO personnel to respond accordingly.  Currently, QC has 4 USAR teams, composed of 16 specially trained personnel on a 24/7 rotation, ready for emergency response situations.  The USAR teams are trained to operate in adverse conditions such as earthquake, fires, and typhoons.  They call also be called for rescue response to vehicular accidents and collapse structures.

The QC USAR was selected from the QC DRRMO workforce, Department of Public Order and Safety, and the City Engineering Office – these offices were determined to be pertinent to urban search and rescue.  Those selected have undergone a rigorous training regimen to upgrade their skills and capacities.  After the specialized trainings on urban search and rescue, the teams were certified by the National Search and Rescue Advisory Group.

In line with the QCDRRMO action plans, QC Mayor Herbert Bautista is looking into the possibility of acquiring additional special equipment for disaster response and deploying them to strategic locations in order to improve the response time on emergency situations.  The QC government is also exploring ways to improve the benefits of these everyday heroes who are in the frontlines. scroll back to top
