
For the third consecutive year, Quezon City Mayor Joy Belmonte has been named Regional Winner of the Presidential Lingkod Bayan Award under the Civil Service Commission’s (CSC) Honor Awards Program (HAP) in the National Capital Region. This prestigious honor recognizes Mayor Belmonte’s exemplary leadership and the far-reaching impact of her administration’s programs, many of which have served as models of innovation and inclusive governance across the country.
Also recognized is City Administrator Michael Victor Alimurung, who was named Regional Winner of the Pag-asa Award, in recognition of his vital role in driving the city’s transformation through innovation, systems reform, and digitalization.
In its citation, CSC-NCR lauded Mayor Belmonte for her outstanding performance as a public servant and for spearheading governance programs with measurable and replicable impact at the national level.
“I am deeply honored to receive this recognition from the CSC-NCR for the third time,” said Mayor Belmonte. “This award affirms the effectiveness of our programs and the dedication of our team. Above all, it reaffirms our unwavering commitment to serve every QCitizen with excellence, compassion, and integrity.”
She further dedicated the award to the people of Quezon City: “This recognition belongs to the millions of QCitizens who continue to place their trust in our leadership. I share this award with each one of you.”
City Administrator Alimurung, on his part, was commended for championing innovation and efficiency in public service delivery—especially in the areas of digital governance, institutional reform, and data-driven decision-making.
“As our city continues to evolve, innovation, creativity, and digital transformation remain central to how we serve our people,” he said. “This award is a collective achievement—and a powerful reminder of what is possible when public service is anchored on trust, teamwork, and vision.”
The Civil Service Commission’s Honor Awards Program is the highest recognition for public servants in the country. It celebrates individuals and groups who demonstrate outstanding work ethic, leadership, and contributions to nation-building.
This year, only 23 regional winners were selected across all categories. Quezon City was one of just two local government units honored—and the only LGU to have two awardees.
This dual recognition solidifies Quezon City’s reputation as a national leader in good governance and public service excellence.
