On February 4, 1960, Ordinance No. 60-4350 creating Barrio Manresa for the District of San Jose, Quezon City was approved defining its boundaries: on the north by the original northern boundary of San Jose, on the south by Del Monte, on the east by G. Araneta Avenue, and on the west by Demeterio Tuazon Avenue.
Manresa was created as the first legal barrio in Quezon City. It was also the first to conceive and designate a model Tax Mapping Plan adopted by the City; the first to have received their 10% percent tax share from the City coffers; the first to have submitted several measures that were adopted as City Ordinances; the first to have organized the Barrio Officers League of Quezon City; and the first to have spearheaded the publication of a monthly organ of the barrio people.
