The idea of a place for veterans originated from Col. Rafael Estrada, former Director of the Philippine Veterans Board. Barangay Blue Ridge A began as a parcel of 35 hectares in front of the Quirino Labor Hospital.
Col. Badong Rivero gave names reminiscent of the heavens to the streets (i.e. Comet’s Loop, Starline, Evening Glow, Milkyway, Moonlight Loop).
