Phil-Am Life Homes, a first class residential subdivision at the corner of West Avenue and EDSA, was converted into a barangay during the term of the late President Ferdinand E. Marcos, in line with the creation of the New Society or the Bagong Lipunan. At the time it was converted into a barangay, it had a population of more or less 3,000, in about 600 homes, over an area of 54 hectares. 

A.D. Narcisso, then president of PhilAm Life Homeowners Association, was appointed Barangay Captain by Mayor Amoranto. As a barangay, it was first recognized by Malacanang thru President Marcos. By 1982, the barangay system, as mandated by the Batasan Pambansa became elective, no longer appointive, with its members and the Head known as Punong Barangay.
