On April 25, 1963, Talayan Village was separated from Barrio Matalahib and became an independent barrio. The Talayan Village Association was formed on November 6, 1963.
Later, the Talayan Homeowners Association, with Justice Jose F. Raccla as its first president, was formed to give the community more representation in the government. The association took over the collection of voluntary contributions from the homeowners. The Talayan Village Peace and Order Services (TVPOS) was also established to provide for the security of the village.
