Project 7 originally occupied a 42-hectare lot, divided it into two parts by the Philippine Housing Corporation (PHHC). The first part was called the North Bago Bantay while the second was known as the South Bago Bantay, where Project 7 now resides. During the construction of the housing units, the Social Welfare Administration notified any veterans and low income people in Manila and other suburban areas who were qualified to be given priority in the approval of their application for units.

Originally planned to be named as the “Magsaysay District” in honor of President Magsaysay, it was named Project 7 when the president declined.  The Q.C. Council passed a resolution in 1956 naming it officially as “Veterans Village”, making the veterans living in the community very happy. The Barrio Charter, as provided for by Republic Act No. 1408, gave birth to the creation of the barrio government composed of an elective barrio council.
