Description

The Quezon City Business Permit and Licensing Department (BPLD) provides effective and efficient systems, procedures, and practices in the issuance and renewal of business and occupational permits. BPLD is responsible for regulating the nature and or operations of various business activities within the City.

It is the Department’s duty to conduct inspections on all business establishments operating within the City, ensuring conformity to existing laws, rules, and regulations. Violations of these warrant revocation of issued permit/license and closure of business establishments if and when necessary.

Application of New Businesses
All taxpayers who plan to create new businesses within the City shall apply for a new Business Permit.

Application for a Special Permit
Sometimes certain activities or events don’t last the whole year but require the consent of the Local Government Unit. Events like concerts, Sunday Markets, charitable events, or any seasonal event require the organizers/applicants to secure a Special Permit.

Programs 

1. Safety Seal Certification

Certifies that businesses always adhere to minimum health protocols so consumers or customers can be assured that their health and safety are valued.

2. Automatic Document Delivery System (ADDS)

Through the Automatic Document Delivery System (ADDS), the local government can send permits to business owners for free. It also strictly ensures that the documents sent to the applicants are complete and undamaged.

Upon review, the establishment’s assigned QR Code and template will be
sent via the same email address for printing and mounting

  1. Log on to https://qceservices.quezoncity.gov.ph/ and submit the accomplished form online together with the necessary supporting documents, depending on your application type.

Should the application require additional supporting documents, personnel from the concerned Ancillary office will contact the applicant.

  1. New Business Permit Requirements (submit all that apply to your business)
  • Accomplished E-Unified Application Form
  • For Sole Proprietorship: Registration from the Department of Trade and Industry
  • For Corporation/ Partnership: Articles of Incorporation from the Securities and Exchange Commission
  • For Cooperative: Registration from the Cooperative Development Authority
  • For Leased Business Area: Contract of Lease
  • For Owned Business Area: Tax Declaration
  • For application on behalf of a representative: Authorization FORM, Valid government-issued ID of owner and representative
  1. Please note that the submitted application and documentary requirements are subject to the evaluation of the Business Permits and Licensing Department, the Zoning Administration Unit, the City Assessor’s Department, as well as applicable ancillary departments related to your business activity.  You shall be notified via email by concerning ancillary department should you need to submit additional documents applicable to your business activity classification.

  2. Estimated processing time: 1 to 3 days. 
  1. Settle your 2020 business tax dues with the City Treasurer’s Office. Kindly check the process here https://quezoncity.gov.ph/qcitizen-guides/paying-your-dues-and-taxes/
  2. Register or Log-in to QCeServices (https://qceservices.quezoncity.gov.ph) and choose Business One-Stop Shop to submit a copy of the latest business tax OR and previous Mayor’s Permit online or by appointment
  3. Wait for notification via email to claim your renewed permit or have it delivered via courier of your choice.

The process of closing or what is commonly known as retiring a business is accomplished through both the local and national government. The retiring of a business at the BIR, SEC, and DTI levels must be done through the respective units.      

Retiring a business at the Barangay and LGU levels can be facilitated through these procedures. 

Requirements:

  1. Formal letter of intent to close business addressed to the City Treasurer’s Office copy furnished to the Business Permits and Licensing Department
  2. Original copies of Tax Bill and Official Receipts worth 3 years
  3. Original copy of Latest Business Permit
    • If Single Proprietorship, original Affidavit of Closure with the exact date of closure.
    • If Partnership, original partnership dissolution with exact effectivity date of closure signed by all partners.
    • If Corporation, original Secretary’s Certificate or Board Resolution on closure or transfer of the business with the exact date of closure.
  4. Valid ID (present original and submit photocopy)
    • If Single Proprietorship, a valid ID of the owner
    • If Partnership, a valid IDs of all partners
    • If Corporation, a valid ID of the President
  5. Barangay Certificate with exact effectivity date of closure. The Barangay Clearance and Certificate of Closure can be requested from the Barangay by submitting a Letter of Request for Retirement (possibly clickable leading to a sample template of the letter).
  6. BIR Certificate of Registration (present original and submit photocopy)
  7. Certified Breakdown of Sales, if there are two (2) or more lines of businesses/branches and if AFS is consolidated
  8. Proof of business tax payment/tax bill/permit issued by the other LGU where other operations are situated (present original and submit photocopy)
  9. Latest ITR with AFS on or before closure from the last payment of business operation (present original and submit photocopy)
  10. VAT Returns or Percentage Tax Returns (present original and submit photocopy)
  11. Book of Accounts (to be presented upon evaluation/ actual inspection and examination)
  12. Estimated processing time: 3 to 7 days.

Steps:

1. Submit the complete business retirement form with all the required documents and location map to the receiving area of the Business Retirement Unit. You will be given a release form and set an appointment with the Revenue Examiner. The estimated processing time is 3 to 7 days.

2.   Return to the office to receive the tax bill and pay the required amount.

3.  After receiving the approved tax bill and order of payment, pay the amount due before the actual retirement and certification fee. Submit all the required documents:

  • Tax Bill (Original and Photocopy)
  • Official Receipts (Taxes paid and Certification Fee)

4.   Receive the Business Retirement.

REMINDER: If you have not completed the process of business closure or retirement, this means the business is still operational. And if your business is still in operation, and does not comply with the requirements, you will be penalized accordingly.

  2. SPECIAL PERMIT is required for business activities with a short duration.

  2. Sporting Events
  3. TV and Film Productions
  4. Concert, Musical, and Stage Shows
  5. Seasonal Operations:
    • Bingo Games and other games of chance
    • Cockfights (limited to 1-3 days a year)
    • Carnivals (limited to 14 days)

Requirements:

  • Venue Contract of Lease from the owner of the venue
  • Special Working Permit (SWP) from the Bureau of Immigration if the performer-applicant is a foreigner
  • DTI/SEC/Mayor’s Permit as Promoter
  • Special Permit from the Quezon City Council for Seasonal Operations
  1. Estimated processing time: 1 to 2 days.

  1. Log on to https://qceservices.quezoncity.gov.ph/bpld/ and submit the accomplished form online together with the necessary supporting documents, depending on your application type. Should the application require additional supporting documents, personnel from the concerned Ancillary office will contact the applicant.
  2. All workers are required to secure an Occupational Permit in order to work in the city.
  3. Workers need to set an appointment online with the Business and Permit Leasing Department (BPLD) and submit the requirements for their scheduled appointment.

NOTE: Occupational Permit validity is one (1) year from the date of issuance.

Requirements:

  1. Valid Health Permit with Receipt from City Health Department
  2. Valid NBI/ Police Clearance
  3. Valid Community Tax Certificate (CEDULA)

Additional Requirements For Specific Group Of Workers

For Minors:

  • Parental Consent
  • Valid ID of Legal Guardian in Parental Consent
  • Birth Certificate

For Guest Relations Officer, Masseur, Therapist, Reflexologist:

For Security Guard/ Staff/ Officer/ Internal/ Civilian:

For Foreign Applicants:

  • Alien Certificate of Registration (ACR from Immigration)
  • Alien Employment Program with Permit (AEP from DOLE)

For Professional (PRC Holders):

  • Notarized Waiver
  • Photocopy of PRC ID
  1. Estimated processing time: 30 minutes to 1 day provided that all documentary requirements are complete.

  2. If your business is duly-registered in the city, your business is eligible for a safety seal
  3. Once eligible, you are given a form to be filled up and a checklist of requirements for submission also via email
  4. Once approved, your business will receive a copy of the Safety Seal which you may print.
  5. If documents are incomplete, you will receive an email requesting more documents.

VIA QUEZON CITY BUSINESS ONE STOP SHOP

  1. Go to qceservices.quezoncity.gov.ph and click Business One-Stop-Shop
  2. Click ‘Submit Safety Seal Application’
  3. Answer the form and click ‘Request’
  4. Upon submission, your Safety Seal application will be evaluated.
  5. Once approved, your business will receive a copy of the Safety Seal which you may print.

If documents are incomplete, you will receive an email requesting more documents
