Description

The Department of Sanitation and Cleanup Works of Quezon City (DSQC) is the lead Department responsible for the City’s sanitation, waste management, compliance to the environmental laws, related rules and regulations, and the development and administration of a Comprehensive Environmental Protection Program.

Legal Bases

  • Republic Act No. 9003: Act Providing For An Ecological Solid Waste Management Program, Creating the Necessary Institutional Mechanisms and Incentives, Declaring Certain Acts Prohibited and Providing Penalties, Appropriating Funds Therefor, and for Other Purposes.
  • City Ordinance No. SP-2350, S-2014: An Ordinance Providing for the Environmental Protection and Waste Management Code of Quezon City.
  • City Ordinance No. SP-3015, S-2020: An Ordinance Renaming the Environmental Protection and Waste Management Department (EPWMD) into a Department of Sanitation and Cleanup Works of Quezon City (DSQC), Providing for its Reorganization, Defining its Powers and Functions, Appropriating Funds Therefor, and for Other Purposes.

BARANGAY DEDICATED WASTE COLLECTION

The DSQC provides daily regular waste collection services to all Quezon City Barangays and Households following a separate schedule for biodegradables and non-biodegradables as part of segregation-at-source policy.

BULKY WASTE COLLECTION

The DSQC provides service for bulky wastes deemed too large for regular waste collection, such as but not limited to, tree trunks, discarded furniture, and large appliances. Quezon City residents can avail of this service by submitting requests through their respective barangays.

MAIN ROAD COLLECTION

The DSQC provides daily waste collection services along major thoroughfares and other areas as identified by the City and implementing a twice-a-day schedule.

IDENTIFIED MARKETS, SCHOOLS, AND OTHER INSTITUTIONS WASTE COLLECTION

The DSQC provides regular waste collection services for specific institutions within the City.

DISASTER-RELIEF AND CLEANUP SUPPORT PROJECT

The DSQC provides the deployment of support vehicles for waste collection or transportation in response to any crisis or as required by the City government and other requesting organizations/agencies. The service provides the collection and disposal of disaster-relief operations such as but not limited to, debris from fire incidents, emergency/crisis-response, demolition/clearing activities and typhoons, and bulky waste as may be determined by DSQC.

SPECIAL WASTE COLLECTION

The DSQC facilitates collection of special wastes in hospitals, barangay health center, lying-in clinics, and other interim locations identified by the City government to aid in managing the quantity of special wastes and address the concern of cross- contamination.

USED-COOKING OIL COLLECTION

The DSQC implemented a used-cooking oil collection system to ensure proper disposal and mitigate issues related to clogging of sewages in the City.

WATERWAYS CLEANUP

The DSQC mobilizes its waterways cleanup team in conducting daily cleanup operations at the City’s four major river systems and its tributaries. This service includes clearing of solid wastes and other debris to facilitate proper flow of waterways and tributaries.

CLEANUP OPERATIONS

The DSQC mobilizes its cleanup team in conducting regular cleanup operations focused on major thoroughfares and other areas identified by the City. This service includes clearing of grass, earth mounds, and other visible clutters.

CLEANUP OPERATIONS BY STREET SWEEPERS

The DSQC regularly deploys street sweepers for the removal of visible clutters and eyesores by sweeping primary roads in the City.

PROCESSING AND ISSUANCE OF ENVIRONMENTAL CLEARANCE

The DSQC issues Environmental Clearance (EC) to establishments that are compliant with the QC Environment Code and other relevant laws, ordinances, orders, resolutions, and policies. An Environmental Clearance is valid for one (1) year from the date of its issuance and must be renewed annually.

INVESTIGATION OF COMPLAINTS PERTAINING TO SANITATION

The DSQC monitors, reviews, and responds to complaints submitted through e-mails and the DSQC’s Official Facebook Page. The reviewed complaints will then be forwarded to the concerned division for immediate and appropriate action.

REGULAR SANITATION INSPECTION TO BUSINESS ESTABLISHMENTS

The DSQC inspects business establishment’s facilities to validate compliance to applicable provisions of the QC Environment Code, relevant laws, ordinances, orders, resolutions, and policies, which shall be the basis for the issuance of Environmental Clearance. This includes issuance of Notice of Violation, Compliance Order and Environmental Violation Receipt (EVR) should the case so warrant.

PAYMENT OF ENVIRONMENTAL VIOLATION RECEIPT (EVR)

EVRs  issued by the Deputized Sanitation Enforcement Agent (DSEA) and must be processed by the violator and pay the corresponding penalties based on City Ordinance SP- 2350, S-2014.

DEPUTIZATION OF SANITATION ENFORCEMENT AGENTS

This training is conducted for identified personnel that applied  to be a DSEA, this aims to strengthen the enforcement of the Quezon City Environment Code. 

RESPONSIVE COMMUNITY COMMUNICATIONS SYSTEM

The DSQC utilizes convenient venues for inquiries, complaints and feedback to effectively handle the related concerns of the citizens through the use of online platforms, such as but not limited to Facebook, e-mail, and Viber (Quezon City Residents Viber Group).

QC BASUHERO: HOUSE TO HOUSE RECYCLABLES TRADING

This waste diversion and recovery initiative of the DSQC involved the trading of recyclable materials from business establishments, barangays, and homeowner’s associations for cash.

SPEAKER, TRAINING OR SEMINAR

The DSQC accommodates invitations for training, seminar, or lecture on waste management operations and other relevant topics to interested residents, HOA, and organizations of Quezon City waste management operations and other relevant topics.

QC BASUHERO

The DSQC has made a significant move towards promoting environmental sustainability with the launch of the QC BasuHero program. This initiative aims to foster recycling and reduce waste throughout the city by encouraging community participation. As part of this effort, the DSQC has partnered with various business establishments that regularly trade their recyclables.

The QC BasuHero program includes activities such as the House-to-House Recyclables Trading Activity, which took place on May 2024, at Filinvest 1 and Don Jose Heights Subdivisions. During this event, more than 4,700 kilograms of recyclables, valued at PHP 31,000, was collected, benefiting the participating homeowners.

In addition, the DSQC has developed the QC BasuHero Game App as part of its Communication and Information Campaign. This app is designed to raise awareness about proper waste segregation and compliance with environmental laws in an engaging and interactive manner.

PARTNERSHIP AND COOPERATION WITH METRO MANILA CITIES

The Department is dedicated to supporting the Manila Bay Clean-Up, Rehabilitation, and Preservation Program and actively participates in solid waste management initiatives across Metro Manila.

Further, in collaboration with the DENR-EMB National Capital Region Air Quality Management Section and the MMDA Anti Smoke Belching Unit, the Department offers free emission testing for QC government-owned vehicles. This initiative ensures compliance with the QC Environment Code, the Clean Air Act, and other environmental regulations.

HOW TO SECURE AN ENVIRONMENTAL CLEARANCE (EC)

Pursuant to City Ordinance No. SP-2350, S-2014 (QC E-Code)

Step 1. Filing of Application

In compliance with Republic Act No. 11032 (Ease of Doing Business Act of 2018), application for Environmental Clearance shall be filed at the Business-One-Stop-Shop (https://qceservices.quezoncity.gov.ph) for initial evaluation.

Applications with deficient requirement/s will be immediately notified through email.

Step 2. Preparation of Environmental Clearance

Approved and signed Environmental Clearance will be automatically sent through the e-mail address provided by the applicant.

Establishments under the high-risk are subject to mandatory inspection to further validate their compliance. The results shall be the basis for the on-site issuance/non-issuance of Environmental Clearance.  

Failure to renew such clearance within the prescribed period shall pay a fine of ₱5,000.00 and ₱5,000.00 for every succeeding year of non-renewal.

HOW TO SETTLE ENVIRONMENTAL VIOLATION RECEIPT (EVR)

STEP 1. Violator shall present the issued EVR at the Redemption Area of DSQC for validation/verification.        

STEP 2. Once validated, our EVR Redemption Team will issue an Order of Payment.                      

STEP 3. Settle the Order of Payment at the City Treasurer’s Office then provide the Office a photocopy of the following documents (Official Receipt, valid ID, and issued EVR).

Step 2. The Barangay will accomplish a Letter of Request for Disaster-Relief and Special Operations indicating the exact address of areas signed by the Barangay Chairman.

Step 3. The Barangay will send the Letter of Request for Disaster-Relief and Special Operations at DSQC@quezoncity.gov.ph.

The requesting party will receive an acknowledgement of the email.

Step 4. The Waste Management Operations Division will coordinate with the respective Barangay once the letter is received and the information is verified.

HOW TO REQUEST FOR SPECIAL WASTE COLLECTION

Step 1. Coordinate with your respective Barangay regarding Special Waste to be collected for schedule.

Step 2. The Barangay will accomplish a Letter of Request for Special Waste Collection indicating the exact address of areas signed by the Barangay Chairman.

Step 3. The Barangay will send the Letter of Request for Special Waste Collection at DSQC@quezoncity.gov.ph.

The requesting party will receive an acknowledgement of the email.

Step 4. Special Concern Monitoring Team will coordinate with the respective Barangay once the letter is received and the information is verified.

HOW TO  REQUEST FOR CLEANUP OPERATIONS (Waterways Cleanup Team or Cleanup Operations)

Step 1. Send us your Letter of Request for Waterways Cleanup or Cleanup Operations indicating the exact area concerned at DSQC@quezoncity.gov.ph.

The requesting party will receive an acknowledgement of the email.

Step 2. The Waste Management Operations Division will coordinate with the respective Barangay once the letter is received and the information is verified.

HOW TO  REQUEST FOR BULKY WASTE COLLECTION

Step 1. Coordinate with your respective Barangay regarding Bulky Waste to be collected for schedule.

HOW TO  REQUEST FOR USED-COOKING OIL COLLECTION

Step 1. Coordinate with your respective Barangay regarding Used Cooking Oil to be collected for schedule.

Step 2. The Barangay will accomplish a Letter of Request for Used Cooking Oil Collection indicating the exact address of areas signed by the Barangay Chairman.

Step 3. The Barangay will send the Letter of Request for Used Cooking Oil at DSQC@quezoncity.gov.ph.

The requesting party will receive an acknowledgement of the email.

Step 4. Special Concern Monitoring Team will coordinate with the respective Barangay once the letter is received and the information is verified.

HOW TO REQUEST FOR QC BASUHERO RECYCLABLES TRADING SERVICE

Step 1. Submit letter requesting QC BasuHero recyclable trading indicating preferred schedule, time, list of participating residents with their addresses, and other necessary information either via:

  1. E-mail at DSQC@quezoncity.gov.ph or publicaffairs.DSQC@quezoncity.gov.ph
  2. Official Facebook page @DSQCofficialpage or,
  3. Directly to the DSQC office

 The requesting party will receive an acknowledgement of the email.

Step 2. A Public Affairs Officer will confirm the schedule of pick-up and provide other necessary information.

Available dates of pick-up will be sent when the preferred schedule is not available.

Step 3. On the day of pick-up, the Partner Recycler supervised by a Public Affairs Officer will weigh and collect the recyclable materials in exchange to cash.

Step 4. A certificate will be issued to the stakeholder indicating the weight or volume of the recyclable materials traded and its cash equivalent signed by the Partner Recycler and Public Affairs Officer.

The following are the waste collection schedules in the City:

  • Barangay/Household:
    • Biodegradable Waste: Monday, Wednesday, Friday
    • Non-Biodegradable Waste: Tuesday, Thursday, Saturday
    • Bulky Waste and Special Waste: By Request through the Barangay
  • Main Roads: Daily, Twice-a-Day
  • Identified Institutions: Daily, By Request

4TH GAWAD TAGA-ILOG: SEARCH FOR THE MOST IMPROVED ESTERO IN METRO MANILA

Brgy. Talipapa’s Dario Creek was hailed as the “Most Improved Estero in Metro Manila” and champion in the Solid Waste Management Category of the recently concluded 4th Gawad Taga-Ilog: Search for the Most Improved Estero in Metro Manila, an initiative of the Department of Environment and Natural Resources (DENR).

DILG’S KALINISAN SA BAGONG PILIPINAS

The DSQC participated in the KALINISAN (Kalinisan at Inisyatiba para sa Malinis na Bayan) of the Department of Interior and Local Government (DILG) on January 2024. 

ARM ROLL BOX

To facilitate fast and efficient solid waste collection services in the City while addressing issues on illegal dumping, the Department has adopted the Arm Roll Box capable of accommodating a larger volume of waste compared to standard collection trucks. The introduction of this system began on December 2023, at the Quezon Memorial Circle and is currently being implemented across various barangays.

PARTICIPATION IN VARIOUS ANNUAL CELEBRATIONS

In 2024, the DSQC actively participated in several key annual celebrations to engage and educate the community. For Women’s Month, the Department organized a series of events including a seminar on GAD-Related Laws, Zumba Wellness sessions, a GAD Quiz Bee, a Click-It Photo Contest, and Purple Fridays, all designed to highlight and celebrate women’s contributions and rights.

During Fire Prevention Month, the DSQC, in collaboration with the Bureau of Fire Protection, conducted a seminar on Fire Safety Awareness, which aims to enhance community knowledge and preparedness.

To mark Earth Hour, the DSQC continued its “Lights-off muna” campaign, urging all QCitizens to turn off unnecessary lights and electrical devices for one hour and promote energy conservation and environmental awareness.
