Description
The Local Economic Development and Investment Promotions Office (LEDIPO) drives Quezon City’s pro-business initiatives, ensuring a dynamic and investor-friendly environment. As the implementing arm of the Quezon City Economic Development Incentives Code, LEDIPO is the focal officer for local economic development and plays a key role in streamlining investment policies, offering strategic incentives, and facilitating sustainable economic growth for medium to large enterprises.
Through the Quezon City Investment Priorities Plan (IPP), LEDIPO aligns local development goals with national economic strategies, attracting businesses, fostering innovation, and supporting medium to large enterprises. LEDIPO specializes in addressing the growing demand for support from the business sector and is in charge of the facilitation, preparation, coordination, and execution of local economic development and investment promotion policies, programs, projects, and activities (Source: CC, 2022, SP-3301 S-2024).

INVEST WITH QC: MEDIUM TO LARGE BUSINESSES, APPLY FOR INCENTIVES!
The Revised Quezon City Economic Development Incentives Code, or the City Ordinance SP-3296 S-2024, provides a range of fiscal incentives to support medium and large enterprises operating in the city. Qualified businesses may avail of exemptions on the following local taxes:
– Business Tax
– Real Property Tax (for newly constructed buildings)
– Amusement Tax
– Franchise Tax
– Situs Tax

Programs
QC ECONOMIC DEVELOPMENT INCENTIVES CODE
The amended Local Economic Development Incentives Code, or the City Ordinance SP-3296, S-2024, encourages the entry, expansion, diversification, and modernization of medium and large enterprises through the provision of incentive packages.
Geared towards the achievement of the City’s socio-economic development goals, the incentives code encourages the inflow of domestic and foreign investments, concurrently promoting collaborative efforts with the private sector. The Quezon City Government approved the new ordinance in September 2024.
New medium and large enterprises with assets worth beginning to Php 15 million and above—excluding land value—can apply for exemptions from business taxes, amusement taxes, franchise taxes, and real property taxes on registered land and newly built buildings in Quezon City.
KEY INCENTIVES OFFERING:
New and Expanding Businesses: New and expanding businesses can avail of standard 2 years tax exemptions on property, business, franchise, and amusement taxes. Another year shall be granted upon evaluation if the applicant belongs to the Investment Priority Plan (IPP).
Principal Office Relocations: Businesses planning to relocate their headquarters to Quezon City may receive situs tax exemptions for up to 10 years upon evaluation.
Loyal Businesses: Businesses that have maintained their principal office in Quezon City for 15 years can receive a 10% discount on their situs tax for all gross sales outside of Quezon City for one year.

STARTUP QC PROGRAM
Startup QC is a local banner program established under the Quezon City Ordinance SP-3109, S-2022, aimed at fostering entrepreneurship and innovation within the city. This program consists of two main categories: Startup QC Professional Category and Startup QC Student Competition.
StartUp QC Professional Category aims to establish startups and entrepreneurs looking to scale their businesses. It provides resources, mentorship, and funding opportunities to help startups grow and succeed.
The StartUp QC Student Competition is an initiative designed to nurture the entrepreneurial spirit among students. This competition encourages them to develop innovative business ideas and pitch them to a vast audience of the startup ecosystem. It offers valuable learning experiences, networking opportunities, and potential funding for winning projects, inspiring the next generation of young business leaders.
QC awards cash prizes to 27 outstanding teams of Startup QC Student Competition
A “smart backpack” system startup idea that revolutionizes maternal healthcare systems and empowers rural women and healthcare workers was named the best among this year’s StartUp QC Student Competition finalists, clinching the P100,000 grand prize.
The Quezon City Government on Thursday awarded a total of 27 outstanding student teams (out of 39 finalists) that have submitted their business pitches on sustainability, health, education, agriculture, and governance. The students were also provided networking opportunities during the program’s demo day at the Matrix Creation Events Place in Barangay Pinyahan. Tech innovations secured grants in Startup QC Cohort 3
The Quezon City Government awarded a total of Php 6 million in equity-free grants to six (6) local tech startups under the StartUp QC Program to support and empower homegrown innovators as they create impactful solutions for various sectors.
The third cohort of Startup QC, the first and largest local government unit (LGU)-run startup program in the Philippines, culminated in a Demo Day featuring tech-driven solutions aimed at addressing the most pressing challenges across a variety of sectors.
The finalists surpass expectations with a remarkable diversity of innovations, addressing issues in creative industries, youth empowerment, education, disaster risk reduction, sustainability, finance, and information technology. PUBLIC-PRIVATE PARTNERSHIP (PPP) PROJECTS AND INTERDEPARTMENTAL PROJECT COLLABORATIONS
Quezon City Footbridge Donation, Redevelopment, Monitoring and Maintenance Project
Through Public-Private Partnership (PPP) between the Quezon City Government and Ecobridges Ads. Inc., this unsolicited PPP project aims to rehabilitate the footbridges in Quezon City which includes installation of solar-powered-LED lights for pedestrian ways, bicycle ramps, roofing, minimum of six (6) security cameras (high definition of CCTV cameras), louvers, plant boxes, maintenance boxes and lastly, provision of security guard for each footbridge.
As of April 2025, 31 footbridges were rehabilitated along the major thoroughfares in Quezon City: Epifanio Delos Santos Avenue (EDSA), Katipunan Avenue, C-5 Road, and Commonwealth Avenue.
DIGITAL INFRASTRUCTURE DEVELOPMENT
LEDIPO encourages the private sector to build more micro-cell sites, towers, and cellular antennas to strengthen the City’s digital backbone and enhance connectivity among QCitizens.
As of 2025, there are 9 private tower companies who identified more than a hundred city-owned properties for this city-wide mobile network connectivity project.

SOLARIZATION OF GOVERNMENT AND PUBLIC FACILITIES
Three (3) key buildings within the City Hall compound, and 2 public hospitals are now powered by solar energy as of 2025.
Twenty-five (25) more school buildings, including four (4) within the city hall compound as well as the Quezon City General Hospital, are now undergoing solar energy installations.
This milestone reflects the city’s commitment to responsible practices that reduce electricity consumption, lower greenhouse gas emissions, and bring QC closer to net-zero carbon emissions goal by 2050.
ELECTRIC BUS DEPLOYMENT AND CHARGING INFRASTRUCTURE IN QUEZON CITY
In line with Quezon City’s commitment to sustainable urban mobility, eight (8) electric bus units have been deployed along Route 1 (Cubao to P. Tuazon) through the coordinated efforts of the Office of the City Administrator, Climate Change and Environmental Sustainability Department, Traffic and Transport Management Department, City Architect’s Office, and City Engineering and General Services Department.
These modern electric buses are PWD-friendly, equipped with wheelchair ramps, designated seating, and spaces to accommodate a diverse range of passengers, and advanced safety features. The service is free of charge for commuters along the route.To support this initiative, four (4) electric vehicle (EV) charging stations have also been installed along Makatarungan Street, ensuring efficient and sustainable operations of the e-bus fleet.

These partnerships support mutual growth and shared learning across various sectors, including economic development, investment promotion, education, disaster risk reduction and management (DRRM), and sustainability.
