Description
KABAHAGI promotes the rights of Children with Disabilities who are aged 17 years and below and residing in Quezon City with their families, to achieve their holistic and inclusive development through participation in projects that are responsive to their needs in the areas of education, health, livelihood, and social empowerment.

To help improve the quality of life of Children with Disabilities through the creation of equal access to health, education, livelihood, and social opportunities.
Vision
The Quezon City Kabahagi Center for Children with Disabilities envisions a city that is inclusive, sustainable, empowering, and participatory where Children with Disabilities have equal access to opportunities, rights, and privileges.
Legal Bases
- U.N. Convention on the Rights of the Child: The QC Kabahagi Center is guided by the principles set forth in the U.N. Convention on the Rights of the Child, recognizing the inherent dignity and rights of every child, including those with disabilities.
- Philippine Constitution and National Laws: Mandates from the Philippine Constitution, such as Article 13, Section 11, emphasize the State’s commitment to comprehensive health development, ensuring the availability of essential goods and services to all citizens, including persons with disabilities. Additionally, laws such as R.A. 7277 (Magna Carta for Disabled Persons) and R.A. 7160 (Local Government Code of 1991) outline the rights and entitlements of persons with disabilities and the responsibilities of government agencies in providing social welfare services.
- Local Ordinances: Ordinances such as SP-1915, S-2009 (Special Children’s Ordinance of Quezon City) and SP-2180, S-2012 (Quezon City Children’s Code of 2012) underscore the commitment of Quezon City to provide accessible educational, rehabilitation, and health services for children with disabilities.
Objectives:
- Comprehensive Support Services: The QC Kabahagi Center aims to provide a range of support services tailored to the specific needs of children with disabilities, encompassing education, healthcare, rehabilitation, and social welfare.
- Early Intervention and Detection: Emphasizing the importance of early intervention, the center endeavors to detect disabilities at an early stage and provide timely support to facilitate the optimal development of children with disabilities.
- Inclusive Education: Ensuring access to quality education for all, the QC Kabahagi Center advocates for inclusive educational practices, promoting an environment where children with disabilities can thrive alongside their peers.
- Capacity Building: Through training programs and advocacy initiatives, the center seeks to empower families, caregivers, and communities to better support children with disabilities and promote inclusivity and acceptance.

- Service Delivery: The QC Kabahagi Center provides a range of direct services, including therapy sessions, educational support, assistive technology provision, and counseling, tailored to meet the individual needs of children with disabilities.
- Advocacy and Awareness: The center engages in advocacy efforts to promote the rights and inclusion of children with disabilities, raising awareness within the community and advocating for policy changes to enhance support systems.
- Collaboration and Coordination: Collaborating with government agencies, non-governmental organizations, and community stakeholders, the center fosters a coordinated approach to service provision, maximizing resources and expertise to benefit children with disabilities.
- Research and Development: Through research initiatives and program evaluation, the QC Kabahagi Center continuously strives to enhance the effectiveness of its services, adapting to evolving needs and best practices in the field of disability rights and support.
In alignment with international conventions, national laws, and local ordinances, the Quezon City Kabahagi Center for Children with Disabilities is committed to championing the rights, well-being, and full participation of children with disabilities in Quezon City. Through its comprehensive approach to service delivery, advocacy, and collaboration, the center endeavors to create a more inclusive and supportive environment where every child, regardless of ability, has the opportunity to thrive and reach their full potential.

SERVICES
FLEXICOACHING PROGRAM
Flexicoaching is a 10-session Physical, Occupational, or Speech Therapy Caregiver Coaching program that aims to teach parents and caregivers about therapeutic strategies, techniques, and interventions that they could continue at home. It consists of (S1) evaluation, (S2) goal-setting, (S3-S9) caregiver coaching sessions, and (S10) post-evaluation sessions that can be conducted via different means: Face to Face, Online, or Asynchronously via Group Chat. Home Instruction Programs, which provides document summarizing interventions, reminders and recommendations, are given to families who complete the program.




DEVELOPMENTAL ASSESSMENT
Developmental Assessments is a systematic evaluation of skills and milestones that the child achieved to determine if the child has a developmental delay or a medical/developmental condition that is causing different types of disability during the child’s growth. This assessment is done so that the child can be referred as early as possible to appropriate services (PT, OT, SLP, Audiology, Psychology, SPED etc.) to address the child’s difficulties and disabilities.

REHABILITATION ASSESSMENT
Rehabilitation Assessment is the process of evaluation of the child’s physical disabilities and determining the rehabilitation program of the child through referral to appropriate services such as Therapy, Assistive Devices, and other Medical Assessments necessary.

BEHAVIORAL OBSERVATION AUDIOMETRY (BOA)
Behavioral Observation Audiometry (BOA) is a method used to assess hearing in infants and very young children who are unable to provide verbal responses. It involves functional hearing screening using noisemakers to detect hearing loss, where the examiner observes the child’s behavioral reactions to sound stimuli to determine their hearing thresholds.
VISUAL RESPONSE OBSERVATION AUDIOMETRY (VRA)/ CONDITIONED PLAY AUDIOMETRY (CPA)
Visual Response Observation Audiometry (VRA) is a hearing test method used with infants and young children, where the child’s response to sound is observed visually, often through head turns or eye movements. Conditioned Play Audiometry (CPA) is a hearing assessment technique designed for young children, typically between ages 2 and 5, where the child’s responses to sound are elicited through play activities or games.


BRAINSTEM AUDITORY EVOKED RESPONSE (BAER)
Brainstem Auditory Evoked Response (BAER) estimates hearing function by measuring the flow of neural signals along the nerves in response to sound presentation, making it particularly useful for infants and children who may not be able to follow conditioning tasks or instructions. This diagnostic tool is commonly employed in assessing auditory function in individuals who may have developmental challenges or communication impairments.

HEARING AID OUTCOME ASSESSMENT
Hearing Aid Outcome Assessment is a systematic evaluation process aimed at assessing the effectiveness of hearing aids in improving communication and overall quality of life. Its goal is to evaluate the benefits of hearing aids and provide tailored support to optimize communication through amplification technology.
WHEELCHAIR ASSESSMENT
Wheelchair Assessment is conducted to ascertain the optimal wheelchair type and features by conducting interviews, performing physical examinations, and measuring relevant body segments. This comprehensive process ensures the selection of a wheelchair tailored to individual needs and specifications.


WHEELCHAIR FITTING
Fitting is the process of ensuring that the acquired wheelchair and its features/ supportive devices appropriately meet the needs of the child by considering the child’s current skills, impairments and measurements. The children are transferred to the chairs after manual adjustments to evaluate if the wheelchair is appropriately fit to the child through a fitting checklist. The wheelchair shall be delivered if the chair passed the fitting check.

WHEELCHAIR FOLLOW-UPS
Wheelchair Follow-ups involve regular checks conducted after the delivery of wheelchairs to ensure their ongoing suitability for the child. These follow-ups include re-administering fitting checks and making manual adjustments if any issues with the fit are identified. The aim is to maintain optimal comfort and functionality for the child using the wheelchair.




PROGRAMS
WHEELCHAIR SERVICE PROVISION PRORAM
Wheelchair service is provided to children with mobility needs to ensure that the wheelchair is appropriate and well fit for the child. The services include Wheelchair Assessment, Fitting, and Follow-up.

ORTHOTICS PROGRAM
The orthotic program is dedicated to providing children with custom orthotic devices that are used to support, limit, align, and correct various physical deformities. It includes patient subjective/objective assessment, casting, fitting, delivery, and follow up procedures. Outcome measures are also taken both at the time of delivery and after a few months in order to monitor progress and evaluate the effectiveness of the orthotic devices.




AKTIB (ADBOKASIYA PARA SA KABATAANG MAY KAPANSANAN TUNGO SA INKLUSIBONG BAYAN)
AKTIB Workshops are interactive seminars designed to foster awareness and sensitivity towards children with disabilities, emphasizing their rights and unique needs. Through engaging activities and discussions, participants gain insights into creating inclusive communities that accommodate children of all abilities. AKTIB strives to promote inclusivity and advocate for the empowerment of youth with disabilities, fostering a more inclusive society for all.


KAMUSTAHAN SA BARANGAY
Kamustahan sa Barangay is a regular community-based activity for the partners and stakeholders of KABAHAGI which bridges the program back to the community, enabling better understanding and insight on how to improve the program process so they can become self-advocates.
SAMA-ARALAN FOR SOCIAL ENTERPRISE EMPOWERMENT AND DEVELOPMENT (SEED)
The Sama-Aralan for Social Enterprise Empowerment and Development (SEED) aims to equip children with disabilities (CWDs) aged 9 to 17 years old and their families and/or caregivers with the necessary skills and knowledge in developing child-led social enterprises. It also intends to locate the role and participation of CWDs in the entrepreneurial initiatives of their household. Furthermore, SEED also envisions CWDs to develop their self-determination and self-agency that will aid them in living independently. Completers of the Sama-Aralan for Social Enterprise Empowerment and Development can be referred to the entrepreneurship training of the Livelihood Unit to incubate their social enterprise plans.




SAMA-ARALAN FOR SCHOOL TRANSITION AND ACADEMIC READINESS (STAR)
The Sama-Aralan for School Transition and Academic Readiness (STAR) is designed to train parents and/or caregivers of children with disabilities to facilitate learning activities at home that will support the transition of children with disabilities to the school environment and will prepare them to develop skills needed for their academic success. Specifically, the STAR Program will focus on the development of the child’s numeracy, communication, motor, social, and work behavior skills.
SAMA-ARALAN FOR SCHOOL MAINTENANCE AND INCLUSIVE LEARNING (SMILe)
The Sama-Aralan for School Maintenance and Inclusive Learning aims to equip general education teachers with skills in handling students with disabilities placed in a general education classroom, ensuring that they will be maintained in the school setting. This program focuses on filling the academic gaps and behavioral needs of students with disabilities.
SAMA-ARALAN FOR INDEPENDENT LIVING SKILLS (SAILS)
The Sama-Aralan for Independent Living Skills fosters the development of essential life skills for children with disabilities to help them navigate the challenges and responsibilities of adulthood. SAILS focuses on the areas of home care, self-help skills, money management, time management, communication, and decision-making.
INCLUSIVE ARTS
The Inclusive Arts Program of KABAHAGI is designed for the holistic development of children with disabilities. It aims to foster inclusivity and creativity among participants. Through a variety of visual artistic activities and collaborative projects with partner stakeholders, this program aims to create a supportive and welcoming environment where children with disabilities can come together to express themselves, build connections, and explore their artistic potential.

The KABAHAGI Educ Unit tailors training programs designed to facilitate the development of our partner stakeholders’ knowledge, skills, attitudes, and resources they need to maximize their contributions in achieving an inclusive society for the well-being of disabled households.

HOW TO APPLY FOR ALL INDIVIDUAL SERVICES IN QC KABAHAGI CENTER FOR CHILDREN WITH DISABILITIES (DISABILITY ASSESSMENT, TELECOACHING AND INCLUSIVE ARTS)
REQUIREMENTS:
- QCitizen ID (for both parent/s and child with disability)
- Original Copy of Barangay Certificate of Indigency (Medical Assistance)
- (1) 2×2 ID photo
- Accomplished and signed QC Kabahagi Center Application Form
- Doctor’s Assessment for at least 6 months (if available)
STEPS:
ONLINE APPLICATION
- Register for the QCitizen ID at QC E-Services.
- Go to the QC Kabahagi Center official facebook page and message a request for the application form and requirements.
- Download the QC Kabahagi Center Application Form, fill it out, and scan or take a photo of the requirements, and send it to qckabahagicenter@quezoncity.gov.ph.
- Wait for the status of your application, which will be sent to your registered email address.
- If the application is approved, you will receive a message for your appointment based on the needed services.

- Fill out the QC ID Application form and QC Kabahagi Center Application form at the QC Kabahagi Center office and submit the other requirements.

FLEXICOACHING WITH CHILDREN WITH DISABILITIES AND THEIR PARENTS

Matagumpay na nagtapos ang 103 na mga magulang sa Flexicoaching Program na naglalayong ipagpatuloy ang mga therapy techniques at interventions na naituro ng mga therapist sa bahay. Nagsagawa ng munting seremonya para mabigyan sila ng pagkakataon na makapagnilay at makapagbahagi ng kanilang mga natutunan at naramdaman habang isinasagawa ang parent coaching program.
KRISMASAYA SA KYUSI KABAHAGI 2023



228 Batang Kabahagi ang sumali sa annual Krismasaya party noong December 18, 2023. Nakilahok sa mga programa at palaro na inklusibo sa mga bata at matanda. Sila din ay nakilahok sa iba’t ibang paligsahan, kagaya ng Christmas Caroling Contest, Christmas Ornament Making Contest at Costume Contest
QC ESSENTIALS: 100 DIMSUM STATER KITS FOR KABAHAGI HOUSEHOLDS



Ang QC Kabahagi Center for CWD at Kabahagi Parent Advocate Organization ay lubos na nagpapasalamat sa QC Small Business and Cooperatives Development Promotions Office para sa 100 DIMSUM STARTER KITS na aming naipamahagi sa 100 magulang ng CWD mula sa iba’t ibang barangay. Ito ay bahagi ng QC Essentials Program. Kasabay ng pagbahagi ng mga starter kits ay nagpadaloy ng training ang QCSBCDPO kung paano gagamitin ang laman ng starter kit at nagbahagi din ng mga recipe ng iba’t ibang klase ng siomai o dimsum.
FREE HOME INSTRUCTION PROGRAM 2023



Malugod na napaglingkuran ng kabahagi ang 150 na bata na nangangailangan ng Occupational at Speech and Language Therapy ngayong December 7, 2023. Ang mga bata at ang kanilang mga magulang o tagapangalaga ay nabigyan ng home programs ng 3 Licensed Occupational Therapist Volunteers, 7 Licensed Speech & Language Pathologists at 20 OT/SLP Service Learners o Interns. Nagkaroon ng 130 na Occupational Therapy Sessions at 91 na Speech and Language Therapy Sessions sa araw na ito.
Nabigyan ang mga magulang ng naaangkop na home instruction program na maaari nilang maipagpatuloy sa bahay habang naghihintay ng kanilang slot sa flexicoaching program at maibsan ang pagkakaroon ng delay sa development ng kanilang mga anak.
TATAK SE, KABAHAGI KA SA QC!



Matagumpay na ini-launch ang pinakabagong programa ng Quezon City Government para sa mga magulang ng mga batang may kapansanan at mga Batang Kabahagi – ang Tatak SE, Kabahagi Ka sa QC!
Nilagdaan ang Memorandum of Agreement (MOA) para sa nasabing programa sa pagitan ng Quezon City Government, Bayan Innovation Group at Society for the Advancement of Professional Social Entrepreneurship.
Layon ng kasunduan na lumikha ng QC Roadmap for Social Enterprise development kung saan sasailalim ang mga magulang ng CWDs sa training at mentoring activities ukol sa urban farming sa tulong ng mga ka-partner na ahensya ng pamahalaang lungsod.
Isinusulong ng social enterprise ang pagkakaroon ng mga negosyo na naglalayong makatulong sa pagpapabuti ng komunidad sa pamamagitan ng pagpapatupad ng mga social programs.
Bilang mensahe ni Mayor Joy, ang Tatak SE, Kabahagi ka sa QC program ay magsisilbing paraan upang maabot ng bawat batang kabahagi at kanilang mga pamilya ang kani-kanilang mga pangarap. Ito rin ang kagustuhan ng lokal na pamahalaan na palawakin pa ang Social Entrepreneurship at maging sentro nito ang Lungsod Quezon.
