ABOUT THE DEPARTMENT


Quezon City Information Technology, is geared towards integrating all of the city government’s infotech structures and systems as well as minimizing the processing time for all of its information-based public transactions. TF-QCIT is thus mandated to provide for the city government’s full range of infotech services and requirements, from acquisition to programming to networking to archiving.

The goals of QCIT are: to establish a central electronic data center that consolidates and archives all information pertinent to the city government’s plans, programs and projects, to establish a service bureau in support of that data center.

The operations of QCIT has greatly enhanced the city government’s collection efforts, enabled the city government to collect on delinquent accounts, and provided security of payments for real property taxes. Moreover, it has also discouraged graft, defeated fake receipts, and reduced transaction time.

DIVISIONS

Database and Systems Support Division
The Division handles database maintenance and systems support operations.

Technical Support Division
The Division handles network monitoring, installations, equipment services and inventory monitoring. It also operates the Task Force’s Help Desk.

Program Development Division
The Division handles the development of various modules and systems research.

SERVICES


The QC Tax Collection System. This system consists basically of three modules involved in the assessment, collection and monitoring of taxes.

  1. The Point-of-Sale Module. This module covers the collection of the three basic taxes (annual real property tax, business permits renewal, and new taxes) as well as the miscellaneous taxes.
  2. The Real Property Assessment Module. This module covers billings for real property taxes, including billings for current year annual and quarterly taxes, and delinquent taxes due.
  3. The Business Permits Assessment Module. This module covers the computation of and billings for business taxes, including assessment for annual and quarterly taxes, new or renewed business licenses, and applicable penalties.
  4. Miscellaneous Tax Billing Module. This is a fourth module currently under development. It is designed to be a generalized module for generating the other tax billings of all of the city government’s offices excluding real property and business taxes.

The QC Tax Base System. This system consists of applications peripheral to the tax collection system.

  1. City Assessor’s Office Transaction Module. This module upgrades the previous data encoding and batch processing setup of the City Assessor’s Office.
  2. Business Licenses Module. This module covers the various business permits.
  3. Engineering Permits Module. This module is designed to be the engineering permit database. It is envisioned to serve tax collection purposes as well as a reference base for other modules.

The QC Data Buildup Systems. These various systems serve data buildup and archiving purposes.

  1. The QC Civil Registry Archiving System. This system upgrades and updates the digitized data from the city’s Civil Registry. Only birth records from 1984 to 1998 are currently digitized.
  2. The QC Centralized Document Archive. This system digitizes legal documents, ordinances, old tax records and payments, certificates and various other documents for easy reference and retrieval.
  3. The QC Legislative Document Tracking System. This system covers the entry, status monitoring and archiving of ordinances, resolutions and other documents generated or used by the City Council.

The QC Fiscal Management System. This system consists of four (4) modules designed to monitor financial transactions.

  1. The QC Budget Module. This module covers budget monitoring and processing.
  2. The QC Collection Module. This module interphases with the tax collection system for the purpose of cash flow processing.
  3. The QC Disbursement Module. This module monitors payments and releases.
  4. The QC General Ledger Module. This module covers the accounting of transactions, using NGAS specifications, coding and procedures.

The QC Administrative Systems. These systems cover personnel data and payroll administration.

  1. The QC Personnel Management and Information System (PMIS). This system was developed by the Comission on Audit (COA) IT group and adopted by the Quezon City Government. ITDO provides technical support to the City Personnel Department in the implementation of this module.
  2. The QC Payroll System. This system complements the PMIS and is designed to generate the payroll for the bimonthly salaries of the city government’s permanent or regular employees.
  3. The QC Geographical Information System (GIS). This is a management system based on spatial presentation and data.

The QC Online Transactions System. The five branch offices will be placed online to conduct live transactions on tax collection and assessment.
