ABOUT US
Description
The QCDE plans, designs, and implements various infrastructure and public works, dealing with construction and improvements from planning and programming up to implementation. QCDE’s role covers construction and maintenance of all City roads, public buildings, and structures.
Mission
To provide efficient basic infrastructure services at all times, by continuously strengthening the Department’s organizational backbone through professionalism, cooperation, and shared values.
Vision
To have implemented hand-in-hand with the Chief Executive basic facilities and infrastructures that shall ensure environmental protection and social security through a culture of organizational excellence.
Legal Basis
Pursuant to the Republic Act No. 7160, Article 7, Section 477 or The Local Government Code, Provides The Qualifications, Powers, And Duties Of The City Engineer
Service Pledge
We, the officials and employees of the Quezon City Department of Engineering commit to:
- Provide improved basic facilities and infrastructure
- Provide the user-friendly Frontline Service List to clients, indicating services the QCDE can offer to them
- Foster good client relations with the constituents of this City by serving them with utmost courtesy by Authorized Personnel with proper identification from Monday to Friday, 8:00am to 5:00pm, without noon break
- Respond to the constituent’s complaint about our services the soonest or within the day through our Public Assistance and Complaint Desk Officer, and take corrective measures
- Make the public aware of our activities and available services
Services
ROAD, DRAINAGE, AND BRIDGES MAINTENANCE DIVISION
For the maintenance and repair of roads, asphalt patching, manhole cover, sidewalk/curb, and gutter/inlets in Quezon City.
BUILDING MAINTENANCE DIVISION
To provide technical and working expertise to different requests made by different Departments and Quezon City as a whole.
HEAVY EQUIPMENT REPAIR AND MAINTENANCE DIVISION
To provide heavy equipment services in support to Engineering District activities and to different Departments and Agencies of Quezon City.
VERTICAL PROJECT SUPERVISION DIVISION
To Process Electrical Permit and issuance of a Certificate of Final Electrical Inspection of Government-owned structures in Quezon City.
TECHNICAL MANAGEMENT DIVISION
To receive, verify, evaluate, and monitor the status and progress of billing documents of infrastructure projects in Quezon City and issuance of Excavation clearance and endorsed to the Department of Building Official for Excavation Permit.
PLANNING AND DESIGN DIVISION
Preparation of detailed engineering document (DED) includes but not limited to the following:
- Ocular inspection on the actual/proposed project site
- Preparation of survey report and inspection report
- Preparation of plans and details
- Preparation of Program of Works/Detailed Cost Estimates
- Preparation of Project Schedule and Cash Flow
- Preparation of List of Manpower and Equipment
- Preparation of Technical Specifications
- Preparation of Certification of Inspection
ADMINISTRATIVE DIVISION
Receiving/Releasing Various Communications, Complaints, Requests, Billing, etc., and Issuance of Certified Photocopies of documents.

HOW TO APPLY FOR A ROAD REPAIR

- Submit Letter of Request/Report the concern via phone or Walk-in.
- Upon Inspection/evaluation of the District Engineer of the reported area/site involved, informs the client of the status. Approval of the project is subjected to the availability of materials
HOW TO APPLY FOR A BUILDING MAINTENANCE
Requirements:
- Letter of Request
Steps:
- Letter of Request from various barangay constituents, Report the concern thru phone or walk-in.
- Inspection by Building Maintenance Personnel
- Evaluation of reported area/site involved
- Preparation of Program of Works (Requisition Issue Slip)
- Inform the client of the project’s status
- Approval of the project is subject to availability of materials
HOW TO APPLY FOR ELECTRICAL PERMIT
Requirements:
- Approved Electrical Plan with signed and sealed Professional Electrical Engineer (blue and/or white print)
- Wiring Permit with signed and sealed of authorized Licensed Electrical Practitioner (original), as the case may be and photocopies of valid PRC license and current PTR with three (3) specimen signatures
- Photocopy of Notice of Award, Notice to Commence, Agency Estimate, and Program of Works
Steps:
- Submit Letter of Request or email request to engineering@quezoncity.gov.ph or walk-in with the requirements.
EXCAVATION CLEARANCE PROCESSING
Requirements:
- Accomplished Excavation Form
Steps:
- Fill out the Excavation Form and submit the application to the Department of Building Official to be endorsed to the Excavation Section, Engineering Department.
- The inspector will contact the client with party guidance.
- Claim the Excavation Permit at the Department of Building Official.

Spotlight
The Quezon City Department of Engineering (QCDE) was among those recognized for their participation in the Quezon City Government’s humanitarian relief efforts for Cebu and Davao. To assist communities affected by the recent earthquakes, QCDE joined the relief team that conducted the Rapid Disaster Assessment and Needs Analysis (RDANA) and psychosocial intervention.


The First Mass Graduation Ceremony, “Igniting Tech-Voc Talents in the Workplace and Communities through QC Upskilling Pathways,” was held at the Quezon City M.I.C.E. Center.
Participants completed training in Shielded Metal Arc Welding (SMAW), Electrical Installation and Maintenance (EIM), and Automotive Servicing.




The Skills Upgrading Training for Electrical Installation and Maintenance NC II for Batch 1 and Batch 2 was successfully conducted as part of the Skilled Workers TESDA Certification Program.
The training focused on key electrical skills such as roughing-in activities, wiring, and cabling works, along with practical exercises on the installation of electrical protective devices and the proper mounting of wiring devices.
The program was organized in partnership with the QC Training and Assessment Center (QCTAC), the Technical Education and Skills Development Authority (TESDA), and the TESDA QC Lingkod Bayan Skills Development Center.


The Skilled Workers TESDA Certification Program was successfully launched to formally recognize the expertise of workers involved in construction, maintenance, and infrastructure rehabilitation in Quezon City.
In partnership with the Technical Education and Skills Development Authority (TESDA) through the Quezon City Training and Assessment Centers (QCTAC), a Pre-Assessment Skills Training for Shielded Metal Arc Welding (SMAW) NC I and NC II was conducted.
This initiative aims to strengthen the city’s skilled workforce by providing training and opportunities for National Certification, opening more pathways for professional growth and development.


More than 200 project engineers, maintenance engineers, contractors, and technical personnel attended the General Assembly of the Department of Engineering.
The event highlighted discussions on project management, infrastructure rules, and updated policies relevant to ongoing and future engineering projects.
It also featured the launch of the Asset Management and Public Maintenance Works Manual and the office’s Annual Report, along with the recognition of partner contractors for their valuable service to the city.
