Description
The QCYDO formulates and implements programs and services attuned to the issues and concerns of the city’s youth.
Mission

YOUTH ENGAGEMENT PROGRAM
The Program aims to institutionalize the regular/routine activities that scholars and youth must actively participate in and create a circle of core youth leaders tasked to facilitate youth activities and disseminate information. This aims to develop a sense of belongingness, engagement, and commitment among youth; and develop their leadership and project management skills.
The program implements support activities for the QC Scholarship Program:
- Information dissemination and support services for city scholars (orientations, general assembly, team-building, mental health interventions, etc.)
- Socio-civic initiatives/projects (volunteer programs, activities, etc.)
YOUTH SKILLS AND CAPABILITY DEVELOPMENT PROGRAM
The program cultivates essential abilities that empower young individuals to excel in a VUCA (Volatility, Uncertainty, Complexity, and Ambiguity) environment. These proficiencies encompass leadership, entrepreneurship, creative arts, sports, and more, equipping them for effectiveness and success.

QC SCHOLARS’ GUIDE
The Quezon City Scholarship Program is a city program that provides financial assistance, in the form of tuition fee grant or stipend given to deserving students, especially underprivileged ones. The program has four (4) scholarship categories:
- Scholarship for Senior High School Students
- Scholarship for Tertiary Students
- Scholarship for Postgraduate Students
- Scholarship for Continuing Education or Vocational Students
Scholarship is renewed every school year (for Senior High School students) or school term or semester (for Tertiary and Postgraduate students) provided conditions set in the Scholarship Guidelines are met.
Benefits:
Beginning School Year 2024-2025, new scholars are now entitled to the following tuition fee grants and stipend per school year:

* Application for QC Excel Scholarship will begin in SY 2025-2026.
**For Postgraduate Scholarship, scholars will automatically receive PHP 20,000 as stipend. The remaining PHP 30,000 (full amount) will only be released to scholars who will apply for Thesis/ Dissertation Grant.
Eligibility:
To be eligible for scholarship, an applicant must:
- Be a Quezon City resident
- Not be a scholar of another Local Government Unit
- Be enrolled/ registered/ accepted in a recognized educational institution at the time of application for scholarship or be certified as scholarship applicant by a recognized educational institution
Applicants must also meet the qualifications for the Scholarship Category being applied for.
Qualifications:
SCHOLARSHIP FOR SENIOR HIGH SCHOOL STUDENTS
Academic Scholarship
- Must graduate with Academic Honors or with the top 10 highest overall GWA
Specialized Track Scholarship
- Must be enrolled in a Specialized Public Senior High School located outside his/her district of residence
Athletic and Arts Scholarship
- Must be a recent recipient of a major individual award for sports or arts or must be an active member of a sports program recognized by the city
Youth Leaders Scholarship
- Must be a recent recipient of a recognized leadership award or currently serve as officials of the Sangguniang Kabataan, Supreme Student Government or its equivalent, and Quezon City-registered Youth Organizations
SCHOLARSHIP FOR TERTIARY STUDENTS
QC Excel Scholarship
- Must be enrolled/registered/accepted in any of the priority courses or specializations identified by the Quezon City Government
- Must pass interviews and aptitude/psychological tests to be administered by the Quezon City Government
- Must show proof of volunteer work/socio-civic engagements
Academic Scholarship
- Must graduate with Academic Honors or with top 10 highest overall GWA
Athletic and Arts Scholarship
- Must be a recent recipient of a major individual award for sports or arts or must be an active member of a sports program recognized by the city
Youth Leaders Scholarship
- Must be a recent recipient of a recognized leadership award or currently serve as officials of the Sangguniang Kabataan, Supreme Student Government or its equivalent, and city-registered Youth Organizations
Economic Scholarship
- Must belong to a household with a combined annual income within the low middle income to poverty threshold levels OR must belong to any of the following groups: displaced/relocated families within Quezon City, PWDs, household helpers/kasambahays, Alternative Learning System (ALS) graduates, solo parents, children whose parent(s) was/were found guilty with finality in criminal cases, family members of tricycle drivers and operators, and other vulnerable or marginalized sectors
SCHOLARSHIP FOR POST-GRADUATE STUDENTS
- Must be employed within the Quezon City Government or with other offices/units working with the Quezon City Government for at least 2 years
SCHOLARSHIP FOR CONTINUING EDUCATION/VOCATIONAL COURSES STUDENTS
- Must be enrolled in short courses designed to develop necessary professional workforce skills, to include review classes for Board/ Bar/LET, and the like
Scholarship Application Procedure:
Scholarship Application (For New Applicants)
- Secure a QC ID through QC E-Services.
- Log in at QC E-Services using the email address registered when securing QC ID and select “QC Scholarship Program”.
- Fill out online application form and upload scanned copies of the following general documentary requirements:
- Copy of Grades/Transcript of Records/Form 137/Form 138 for the last school term attended
- Proof of school enrollment/registration/acceptance for the current school year/term or school scholarship application certification from the school
- Submit an introductory video through QC E-Services.
- Receive notification to upload scanned copies of additional documents related to the scholarship category being applied for. Please refer to the table below for a list of Additional Documents.
- Receive notification on approval of scholarship application.
- Once approved, download the Certificate of Scholarship through QC E-Services.
- Receive notification on signing and claiming of the Sworn Attestation and Undertaking and Scholarship Contract at the Quezon City Youth Development Office.
- Upload the Statement of Account (SOA) provided by the school through QCeServices.
- Receive notification on release of scholarship grants.

Scholarship Renewal (For Existing Scholars):
- Log in at QC E-Services using the email address registered upon securing the QC ID and select “QC Scholarship Program” then click “Scholarship Renewal”.
- Fill out online application form and upload scanned copies of the following documents through QC E-Services.
- Copy of Grades/Transcript of Records/Form 137/Form 138 for the previous semester or school year
- Proof of school enrollment/registration/acceptance for the current school year/school term
- Appeal form (applicable only for scholars who failed to meet qualifications to renew based on the scholarship guidelines)
- Approved Leave of Absence (applicable only for scholars who will not be able to renew for the coming term/ school year)
- Receive notification on approval of scholarship renewal application.
- Once approved, download the Certificate of Scholarship through QC E-Services.
- Upload the Statement of Account (SOA) provided by the school through QC E-Services.
- Receive notification on release of scholarship grants.
Scholarship Screening Committee (SSC):
The SSC is tasked to perform the following functions relevant to the scholarship program:
- Oversee the implementation of City Ordinance No. SP-3283, S.2024, through QCYDO
- Approve the Roster of Scholars submitted by QCYDO
- Approve appeals in relation to approval of scholarship application and renewal
- Handle special and other analogous cases that may come about by reason of, or in relation to the implementation of this the said ordinance

The City Mayor may designate additional SSC members to ensure efficient implementation of the scholarship program.

HOW TO REGISTER AS YOUTH AND YOUTH SERVING ORGANIZATION
All Quezon City-based youth and youth-serving organizations may register locally through the Quezon City Youth Development Office (QCYDO), and be assisted for the National Youth Commission’s Youth Organization Registration Program, following the 2017 Revitalized Youth Organization Registration Program (YORP) Guidelines.
General Requirements:

- List of members in good standing
- Copy of constitution and by-laws
- Certification, endorsement, or resolution from appropriate authority
- For Community-Based Organizations (any of the following):
- If organization has a physical office, Certification of Existence of Office from the barangay where the office is located
- If organization does not have a physical office, Barangay Certification of Residence of the President
- Resolution of endorsement coming from the Sangguniang Kabataan
- For School-Based Organizations:
- Certificate of Registration or Recognition from a competent school authority supervising student affairs
- For Faith-based Organizations:
- Certificate of Registration or Recognition from any head/pastor of congregation or parish priest
- For chapters of multi-level Organizations:
- Certificate of Registration or Recognition from the president governing at the highest organizational level
- For Consortium Organizations:
- Certification of organization membership from the secretariat or board of organizations

Organizations may submit their registration through the Google Form Provided. All Documentary Requirements must be properly filled out, signed and scanned, and saved using PDF File format. However Form D or The List of Members in Good Standing may be submitted using xls file format.

HOW TO SUBMIT SK PLANS FOR LYDO REVIEW
All Quezon City-based Sangguniang Kabataan shall submit the Comprehensive Barangay Youth Development Plan and Annual Barangay Youth Investment Program to the QC Youth Development Office, as mandated by the DILG MC- 2019-151, S.2019 and QC JMC- 2019-01, S.2019.
For a review of the Comprehensive Barangay Youth Development Plan (CBYDP)
General Requirements:
- Signed Comprehensive Barangay Youth Development Plan of the current year. If amended, duly signed Comprehensive Barangay Youth Development Plan of the previous year and current year
- Resolution of the current Comprehensive Barangay Youth Development Plan
Procedure:
- SK shall submit the current year’s Comprehensive Barangay Youth Development Plan and its corresponding resolution in the form of a physical copy. If any amendments have been made, submit the physical copy of the signed Comprehensive Barangay Youth Development Plan from the previous year.
- QCYDO shall receive the requirement, review the submitted document(s), and provide comment/feedback through the official email address of the Policy Research, Program Development, and Planning Division
- QCYDO shall sign the Comprehensive Barangay Youth Development Plan and transmit the signed Comprehensive Barangay Youth Development Plan to concerned agencies(DILG/SK Pederasyon)

LOCAL YOUTH DEVELOPMENT PLAN 2023-2025
In recognition of the vital role of the youth in nation-building, the Quezon City Government, through the Local Youth Development Council (LYDC), crafted the Local Youth Development Plan (LYDP) 2023-2025. The LYDC, composed of the Sangguniang Kabataan Federation and representatives from registered city-based youth organizations, conducted a series of youth and stakeholder consultations to identify issues affecting the youth and identify solutions to address these. The LYDP 2023-2025 operates on a P2.1B budget and consists of City Council-approved Comprehensive Barangay Youth Development Plans (CBYDPs) and PPAs of the City’s Executive Departments. It is guided by the Philippine Youth Development Plan’s (PYDP) vision to enable, ensure, and promote the youth’s active, meaningful, and holistic participation in society in the following centers of participation: 1) health; 2) education; 3) economic empowerment; 4) social inclusion & equity; 5) peace-building & security; 6) governance, 7) active citizenship, 8) environment, and 9) global mobility.
USAID’s OPPORTUNITY 2.0 PROGRAM
USAID’s Opportunity 2.0 is a program that supports existing institutions, mechanisms, and programs in the Philippines to improve the education, employment, and livelihood outcomes of at least 180,000 out-of-school youth (OSY) by 2025. To achieve this, O2 works in three main streams: Making second-chance education systems stronger for Filipino out-of-school youth, Strengthening systems for out-of-school youth to be work and business-ready, Improving the environment for positive youth development in communities
In 2020, USAID began collaborating with local actors in Quezon City through the Opportunity 2.0 program to pursue shared goals in uplifting the lives of marginalized youth in the city. The Quezon City Youth Development Alliance (QC YDA) was then formed in 2021. This enabled local youth champions to come together and improve local systems for QC OSY so that they may have better opportunities in education, employment, entrepreneurship, and empowerment.
Major Activities:
- OSY Profiling Survey through the QC Youth Development Office was conducted, with over 2,000 OSY profiled to date
- Quezon City YDA partnered with TESDA Lingkod Bayan Skills Development Center to help develop O2 programs
- Established QC Youth Network Executive Council, YDA Manual and QC ALS Directory, and Community Literacy program initiatives
- Rolling out learning and training opportunities for OSYs through the Out of-School Youth Development Plan



BE YOUR OWN BOSS
Twelve out-of-school youth in Quezon City recently completed the Be Your Own Boss Training Course conducted at the Quezon City Hall last October 5-6 and 12-13, 2023. The training aimed to equip Quezon City Out-of-School youth with essential skills for starting their own businesses. The program included four sessions and an orientation by the Small Business and Cooperatives Development and Promotions Office (SBCDPO) regarding the city’s capital assistance program for aspiring entrepreneurs (Pangkabuhayang QC Program).


SCHOLARS’ LEADERS CIRCLE
The Scholars’ Leaders Circle (SLC) aims to cultivate the scholars’ leadership skills and increase their level of engagement in the City’s scholarship program. Members actively participated in the leadership training conducted last October 14-15, 2023 where they developed the QC SLC Agenda for 2023-2024 focusing on organizational management, scholar welfare, and community development.


VANGUARDS DEPLOYMENT
Over a 3-week span from October 2 to October 20, 2023, trained Youth Vanguards were deployed to the QC Kabahagi Center for Children with Disabilities. Their mission involved supporting Data Migration initiatives, aiding in data recovery, encoding, and finalizing processes. This effort aimed to enhance the accessibility and robustness of the Center’s health therapy services for children in Quezon City. Simultaneously, these dedicated Youth Vanguards contributed to the Tree Tagging Activity organized by the Quezon City Climate Change and Environmental Sustainability Department. This initiative seeks to establish a comprehensive inventory of trees within the Quezon City Hall Compound, fostering environmental awareness and commitment among the youth in Quezon City.


TRAINING FOR ENTREPRENEURSHIP
The Training for Entrepreneurship program is a training series designed to equip the enterprising youth of Quezon City with the essential competencies, principles, processes, and support necessary for the successful implementation of new business ventures, providing an alternative learning avenue and increasing opportunities for the City’s youth. A total of 109 Quezon City youth participated in online training sessions from October to November 2023. Facilitated by the Philippine Trade Training Center – Global MSME Academy, the training series covered essential business operation topics, including strategic planning, financial management, and marketing.


SANGGUNIANG KABATAAN MANDATORY TRAINING
The Quezon City Youth Development Office and the Department of the Interior and Local Government jointly implemented the Mandatory Training for Newly-Elected and Appointed Sangguniang Kabataan Officials, under Republic Act 10742, otherwise known as “Sangguniang Kabataan Reform Act of 2015”.


INNOHUB AWARDING CEREMONY
The Inno-hub: Mga Solusyon Mula sa Bagong Henerasyon is a program under the Local Development Plan for Children. It features project proposals that showcase youth ideas on innovative solutions to problems relative to the centers of participation from the Philippine Youth Development Plan. A total of eight grand winners amounting to PHP 100,000 and six finalists amounting to PHP 8,000 were awarded.

NEW SCHOLARS’ ORIENTATION
The New Scholars’ Orientation provides scholars with essential information crucial to their scholarship journey. This encompasses understanding their responsibilities, familiarizing themselves with diverse scholarship categories, and appreciating the benefits of the scholarship program. 1,300 scholars gathered for the ‘Leap to a Great Start’: Scholarship and Volunteer Orientation on December 10, 16, and 17, organized by the Quezon City Youth Development Office.


KABATAANG QC VOLUNTEERS
The Kabataan QC Volunteer program is dedicated to educating, empowering, and cultivating a culture of volunteerism among Quezon City scholars. Organized by the QCYDO, The Kabataan QC Volunteer Program Summit convened 1,300 participants on December 10, 16 & 17 at QC City Hall Risen Garden and the Amoranto Sports Complex Arena. The summit featured four key components: an Inspirational Message, a Panel Discussion, a workshop facilitated by PH Lead Inc. and 2030 Youth Force in the Philippines Inc., and Volunteer Onboarding.
