Description
The Quezon City Youth Development Office (QCYDO) formulates and implements programs and services attuned to the issues and concerns of the city’s youth.
Mission
To spearhead the promotion and implementation of the Quezon City Scholarship Program.
To pursue youth empowerment through leadership and other related training and livelihood programs.
To organize the youth into a broader network in order to promote active participation in governance.
Vision
QCYDO envisions a city that is modernized and progressive where the interests of the youth have primary importance and where the youth are empowered and educated.

Ordinance No. Sp-2803, Series Of 2018, An Ordinance Creating The Quezon City Youth Development Office (QCYDO), Providing For Its Organizational Structure And Staffing Pattern, Duties, Functions And Responsibilities, Appropriating Funds Therefor And Other Purposes.

Services
I. Services for Students
QCYDO develops and implements welfare and empowerment programs for students:
- QC Scholarship Program – Provides accessible education to deserving and qualified Quezon City constituents.
- Scholars’ Support Programs – Promotes a sense of belongingness, engagement, and commitment among scholars and cultivates leadership and project management skills.
- Scholars’ Engagement Programs – Aims to foster civic responsibility and the communal aspect of team sports among QC Scholars through active participation.
II. Services for General Youth
QCYDO implements the City’s capability-building program for the youth:
- Youth Capability Programs – Provides and equips the youth with skills in areas of leadership, entrepreneurship, and arts.
III. Services for Sangguniang Kabataan (SK) Councils
QCYDO reviews the following, as mandated by DILG MC- 2019-151, s-2019:
- Review of Sangguniang Kabataan Comprehensive Barangay Youth Development Plans (CBYDP)
- Review of Sangguniang Kabataan Annual Barangay Youth Investment Programs (ABYIP)
IV. Services for Youth and Youth-Serving Organizations
QCYDO processes and assists in local and national registration of Quezon City-based Youth and Youth-Serving Organizations.
Programs
I. QC Scholarship Program
QCYDO implements the Quezon City Scholarship Program that provides financial assistance to deserving students, especially underprivileged ones. The program has four (4) scholarship categories:
(1) Scholarship for Senior High School Students
(2) Scholarship for Tertiary Students

II. Scholars’ Support Program
The program aims to institutionalize the regular/routine activities that scholars must actively participate in to facilitate scholars’ familiarity with the city’s Scholarship Program, recognize graduating and outstanding scholars, and create a circle of core scholar leaders by district tasked to facilitate scholar activities, coordinate with fellow scholars, and disseminate information. This aims to develop a sense of belongingness, engagement, and commitment among scholars and promote leadership and project management skills.
III. Scholars’ Engagement Program
The program implements support activities for the QC Scholarship Program:
- Information dissemination and support services for city scholars (orientations, general assembly, team-building, mental health interventions, etc.)
- Socio-civic initiatives/projects (volunteer programs, activities, etc.)
IV. Youth Skills and Capability Development Program
The program cultivates essential abilities that empower young individuals to excel in a VUCA (Volatility, Uncertainty, Complexity, and Ambiguity) environment. These proficiencies encompass leadership, entrepreneurship, creative arts, sports, and more, equipping them for effectiveness and success.

How to Apply for Scholarship
QUEZON CITY SCHOLARSHIP PROGRAM
The Quezon City Scholarship Program provides financial assistance to deserving students, especially underprivileged ones. The program has four (4) scholarship categories:
- Scholarship for Senior High School Students
- Scholarship for Tertiary Students
- Scholarship for Post-Graduate Students
- Scholarship for Vocational Courses Students
Scholarship is renewed every school year or school term provided conditions set in the Scholarship Guidelines are met. (Except for Vocational Courses Students)
BENEFITS
Beginning School Year 2021-2022, scholars will receive the following tuition fee grants and stipend per school year:

** This scholarship grant is a one-time disbursement, and reapplication is not permissible
NOTE: Renewal applications for current scholars enrolled in the Specialized Courses Scholarship and Masters/Doctorate Scholarship categories, who are eligible according to the 2020 Scholarship Guidelines, will receive the tuition fee grant and stipend as specified in the Scholarship Contract. Moreover, existing Master and Doctorate Scholars covered by the 2020 Guidelines will have the opportunity to apply for thesis/dissertation grants, pending approval from the Scholarship Screening Committee.
ELIGIBILITY
The eligibility requirements for applicants across all scholarship categories are as follows: :
- Must be a Quezon City resident;
- Must be enrolled/registered/accepted at a recognized educational institution at the time of application for scholarship; and
- Must not be a recipient of scholarship grant from another Local Government Unit (LGU)
The applicant must also meet the qualifications for the scholarship category being applied for, as stated in the succeeding sections.
QUALIFICATIONS
I. SCHOLARSHIP FOR SENIOR HIGH SCHOOL STUDENTS
- Must be a graduate of a public or private secondary school registered and located in Quezon City;
- Must be a Grade 10 completer with academic honors, overall Rank 1 to 10; and
- Must maintain a General Weighted Average of at least 85% for the school year wherein the scholarship is given.
II. SCHOLARSHIP FOR TERTIARY STUDENTS
Academic Scholarship
- Must be a graduate of a public or private high school registered and located in Quezon City
- Must graduate from high school with academic honors, with an overall Rank 1 to10
- Must maintain a General Weighted Average of at least 1.5 or its equivalent for Academic overall Rank 1 & 2, and at least 1.75 or its equivalent for overall Academic Rank 3 to 10 for the school term the scholarship was given
Economic Scholarship
- Must be a graduate of a public or private high school registered and located in Quezon City
- Must maintain a General Weighted Average of at least 3.0 or its equivalent for the school term the scholarship was given
- Must belong to any of the following groups: indigent families, displaced/relocated families within Quezon City, PWDs, household helpers/kasambahays, ALS graduates, solo parents, children whose parents were found guilty with the finality in criminal cases, family members of tricycle drivers and operators, any other vulnerable or marginalized sector as determined by the Scholarship Screening Committee.
Athletic and Cultural Arts Scholarship
- Must be a graduate of a public or private high school registered and located in Quezon City
- Must be a recipient of a top individual award/recognition for sports and cultural arts in the most recent school year / school term or playing season given by recognized institutions
- Must maintain a General Weighted Average of at least 2.5 or its equivalent for the school term the scholarship was given
Youth Leaders Scholarship
- Must be a graduate of a public or private high school registered and located in Quezon City
- Must be a recipient of a leadership award given by the city or serve as Sangguniang Kabataan/Supreme Student Council member or as president/vice president of (or equivalent) of Quezon City registered youth organizations
- Must maintain a General Weighted Average of at least 2.5 or its equivalent for the school term the scholarship was given
Specialized Courses Scholarship
- Must be a graduate of a public or private high school registered and located in Quezon City
- Must be enrolled or registered in any of the priority courses / specializations / disciplines identified by Commission on Higher Education (CHED), with priority on courses deemed necessary by the Quezon City Government. The list of Priority Courses shall be posted by the QCYDO before the start of the application period for the upcoming school year.
- Must maintain a General Weighted Average of at least 1.75 or its equivalent for the school term the scholarship was given
III. SCHOLARSHIP FOR POST-GRADUATE STUDENTS
- Must be enrolled in a Masters/Doctorate/Law/Medicine or their equivalents in a recognized local or international educational institution
- Must be employed for at least 1 year or occupy at least a Salary Grade Level 14 position or its equivalent, regardless of employment status.
- Must maintain a General Weighted Average of at least 2.5 or its equivalent for the school term the scholarship was given. For students taking up Law and Medicine, a GWA equivalent to PASSED is required.
IV. SCHOLARSHIP FOR VOCATIONAL COURSES
- Must belong to any of the following groups: indigent families, displaced/relocated families within Quezon City, PWDs, household helpers/kasambahays, ALS graduates, solo parents, children whose parents were found guilty with the finality in criminal cases, family members of tricycle drivers and operators, any other vulnerable or marginalized sector as determined by the Scholarship Screening Committee.
- Must be enrolled in a TESDA accredited training institution or other training institutions recognized by the Quezon City Government
- Must be enrolled in vocational courses designed to develop necessary workforce skills related to:
- Service and Logistics
- E-commerce
- Business Start-up / Business Administration
- Financial Literacy
- Information and Communications Technology
- Product/Service Development
- Office Administration / Business Communication
SCHOLARSHIP APPLICATION PROCEDURE
Scholarship Application (For New Applicants)
- Secure a QCitizen ID through https://qceservices.quezoncity.gov.ph/.
- Re-log in at QCeServices using the email address that you registered upon securing QCitizen ID. From the range of services provided, select “QC Scholars”.
- Completely fill out the information details, upload scanned copies of the initial documentary requirements, and provide the one-way interview video link through QCeServices.
- Be notified once the initial application has been received and acknowledged. After that, proceed with providing further information and uploading scanned copies of any additional required documents related to your scholarship category, via QCeServices (see table below)
- Get an email notification from QCeServices regarding the scholarship application status, specifically regarding the approval by the Scholarship Screening Committee (SSC).
- After obtaining approval from the SSC, proceed to download the Certificate of Scholarship through QCeServices.
- Get notified via email about the schedule for claiming the Maya card, as well as the signing of the Sworn Attestation and Undertaking and Scholarship Contract at the YDO Office.
- After downloading the Certificate of Scholarship, click the “SCHOLARSHIP GRANT PROCESS” button.
(If enrolled in a Private University/College, upload the Statement of Account (SOA), and click submit.)

- Receive email notifications for the release of scholarship grants.

Scholarship Renewal (For Existing Scholars)
- Go to https://qceservices.quezoncity.gov.ph/. Log-in using the email registered at QC eServices. Choose “QC Scholars” from the list of services. Click the “Scholarship Renewal” button.
- Completely fill-out the information details and upload scanned copies of the documentary requirements through QCeServices.
- Copy of Grades / Transcript of Records / Form 137/ Form 138 for the previous semester or school year
- Proof of school enrollment/registration/acceptance for the current school year/school
- Latest 1×1 photo with white background
- Appeal form (for scholars who failed to meet the qualification to renew based on the scholarship guidelines)
- Approved Leave of Absence (for scholars who did not enroll in the previous school year/term)
- Get an email notification from QCeServices regarding the scholarship renewal application status, specifically regarding the approval by the Scholarship Screening Committee (SSC).

How to Register as Youth and Youth Serving Organization
All Quezon City based youth and youth-serving organizations may register locally through the Quezon City Youth Development Office (QCYDO), and be assisted for the National Youth Commission’s Youth Organization Registration Program, following the 2017 Revitalized Youth Organization Registration Program (YORP) Guidelines.

For Community-Based Organizations (any of the following)

- Resolution of endorsement coming from the Sangguniang Kabataan
For School-Based Organizations
- Certificate of Registration or Recognition from a competent school authority supervising student affairs
For Faith-based organizations
- Certificate of Registration or Recognition from any head/pastor of congregation or parish priest
For chapters of multi-level organizations
- Certificate of Registration or Recognition from the president governing at the highest organizational level
For Consortium organizations
- Certification of Organizations Membership from the secretariat or board of organizations
SUBMISSION
Online Submission
Organizations may submit their registration through the Google Form Provided. All Documentary Requirements must be properly filled out, signed and scanned, and saved using PDF File format. However Form D or The List of Members in Good Standing may be submitted using xls file format.
Physical Submission
All Documentary Requirements can be submitted at the Quezon City Youth Development Office, QCYDO and District Action Office Caravan

How to Submit SK Plans for LYDO Review
All Quezon City-based Sangguniang Kabataan shall submit the Comprehensive Barangay Youth Development Plan and Annual Barangay Youth Investment Program to the QC Youth Development Office, as mandated by the DILG MC- 2019-151, s-2019 and QC JMC- 2019-01, s- 2019.
For a review of the Comprehensive Barangay Youth Development Plan (CBYDP)
GENERAL REQUIREMENTS
- Signed Comprehensive Barangay Youth Development Plan of the current year
If amended, duly signed Comprehensive Barangay Youth Development Plan of the previous year and current year
- Resolution of the current Comprehensive Barangay Youth Development Plan
PROCEDURE
- SK shall submit the current year’s Comprehensive Barangay Youth Development Plan and its corresponding resolution in the form of a physical copy. If any amendments have been made, submit the physical copy of the signed Comprehensive Barangay Youth Development Plan from the previous year.

Local Youth Development Plan 2023-2025

USAID’s Opportunity 2.0 Program
USAID’s Opportunity 2.0 is a program that supports existing institutions, mechanisms, and programs in the Philippines to improve the education, employment, and livelihood outcomes of at least 180,000 out-of-school youth (OSY) by 2025. To achieve this, O2 works in three main streams:
Making second-chance education systems stronger for Filipino out-of-school youth
Strengthening systems for out-of-school youth to be work and business-ready
Improving the environment for positive youth development in communities
In 2020, USAID began collaborating with local actors in Quezon City through the Opportunity 2.0 program to pursue shared goals in uplifting the lives of marginalized youth in the city. The Quezon City Youth Development Alliance (QC YDA) was then formed in 2021. This enabled local youth champions to come together and improve local systems for QC OSY so that they may have better opportunities in education, employment, entrepreneurship, and empowerment.
Major Activities
- OSY Profiling Survey through the QC Youth Development Office was conducted , with over 2,000 OSY profiled to date
- Quezon City YDA partnered with TESDA Lingkod Bayan Skills Development Center to help develop O2 programs
- Established QC Youth Network Executive Council, YDA Manual and QC ALS Directory, and Community Literacy program initiatives
- Rolling out learning and training opportunities for OSYs through the Out of-School Youth Development Plan



2023 Linggo ng Kabataan Celebration
Aligned with this year’s International Youth Day theme, “Green Skills for Youth: Towards a Sustainable World,” the youth’s role in fostering a greener world is emphasized. In accordance with this year’s theme of International Youth Day, “Green Skills for Youth: Towards a Sustainable World”, the importance of youth skills and efforts towards contributing to the successful transition towards a greener world is given emphasis. With this, the Quezon City Government through the Quezon City Youth Development Office (QCYDO) supported the Linggo ng Kabataan with a localized theme “Empowering Kabataang QC for Sustainable Community Development” a celebration organized for the youth to realize and develop their distinct potential in nation-building and empower their sense of leadership and patriotism. To jumpstart the celebration of this year’s International Youth Day, the QCYDO conducted an Advocacy and Planning Workshop targeted to vital youth sectors such as Community-based Urban Farms, School and Community-based Organizations, LGBTQIA+, and the Muslim Community. The workshop inspired City youth leaders with real-life stories of championing environmental protection and consulted youth representatives about the current environmental issues and concerns affecting their roles as effective partners of the City Government in promoting environmental protection. Following this, a 2-day youth entrepreneurship fair was held with the title, “POP QC x Boosting youth Entrepreneurs’ Advancement in the Market (BEAM) Project” in partnership with the Small Business and Cooperatives Development and Promotion Office, to showcase businesses owned by and implemented by trained city youth. The youth entrepreneurship fair also featured a Linggo ng Kabataan Booth which provided engaging activities for the youth in contributing to the successful transition towards a greener world. Youth Organization leaders also took part in observing the water management facilities in La Mesa Watershed during the Water Trail and Lakbay Aral led by the Climate Change and Environmental Sustainability Department (CCESD) in partnership with Maynilad Water Services, Inc. and QCYDO. The Quezon City Youth Vanguards Program was also launched during the Linggo ng Kabataan to educate and organize the youth to participate in the peace-building efforts of the local government through seminars, training, and immersion in actual programs of the LGU.






Boosting youth Entrepreneurs’ Advancement in the Market (BEAM) Project
The Boosting Youth Entrepreneurs’ Advancement in the Market (BEAM) Project is part of the Office’s Youth Entrepreneurship Program which aims to showcase new businesses owned by and implemented by trained city youth. It also intends to strengthen the Quezon City Start-Up ecosystem and provide an opportunity for the youth to hone their skills and market their products and services. The BEAM Project in partnership with the Small Business and Cooperatives Development and Promotions Office (SBCDPO) was launched last August 15-16, 2023 in line with the annual celebration of the Linggo ng Kabataan. With 26 active youth businesses participating, the Entrepreneurship Fair introduced unique and delectable products for the QCitizens from eco-friendly souvenirs to flavorful treats.

Quezon City Youth Vanguards Program
This program aims to educate and organize the youth to participate in the peace-building efforts of the local government through seminars, training, and immersion in actual programs of the LGU. Last August 30, 2023, the Quezon City Youth Vanguards Assembly was held to gather and capacitate active youth volunteers. The Assembly featured four (4) engaging sessions led by remarkable speakers from Teach Peace Build Peace Movement Inc. To conclude the Assembly, the volunteers showed dedication as they participated in the conduct of the Volunteer Pledge of Commitment.


Transformational Leadership Program
The Transformational Leadership Program is an intensive training program for the youth in the areas of Health, Education, Economic Empowerment, Social Inclusion and Equity, Governance, Peace Building and Security, Active Citizenship, Environment, and Global Mobility. The Program developed the youth’s creativity, talent, and knowledge in addressing issues within their community. Likewise, the Program served as a tool for the youth to develop themselves as leaders, work with leaders, and transform the lives of the children and youth in their respective communities. The participants of the program were selected youth leaders aged 15 to 24 years old from the six districts in Quezon City. The Leadership approach that was introduced for the Transformational Leadership Program was the Bridging Leadership process which was based on a leadership approach to address social inequities or complex issues. All its tools were contextualized and simplified into four modules.
