Description

The QCYDO formulates and implements programs and services attuned to the issues and concerns of the city’s youth.

Mission

To spearhead the promotion and implementation of the Quezon City Scholarship Program.
To pursue youth empowerment through leadership and other related training and livelihood programs.
To organize the youth into a broader network in order to promote active participation in governance.

SERVICES FOR STUDENTS

QCYDO develops and implements welfare and empowerment programs for students:

QC Scholarship Program – Provides accessible education to deserving and qualified Quezon City constituents.
Scholars’ Support Programs – Promotes a sense of belongingness, engagement, and commitment among scholars and cultivates leadership and project management skills.
Scholars’ Engagement Programs – Aims to foster civic responsibility and the communal aspect of team sports among QC Scholars through active participation.

QCYDO implements the City’s capability-building program for the youth:

Youth Capability Programs – Provides and equips the youth with skills in areas of leadership, entrepreneurship, and arts.

SERVICES FOR SANGGUNIANG KABATAAN (SK) COUNCILS

QCYDO reviews and provides technical assistance to SK Councils in the formulation of their Comprehensive Barangay Youth Development Plan (CBYDP) and Annual Barangay Youth Investment Program (ABYIP), as mandated by DILG MC 2019-151, s. 2019.

SERVICES FOR YOUTH AND YOUTH-SERVING ORGANIZATIONS

QCYDO processes the verification and the local registration of Quezon City-based Youth and Youth-Serving Organizations as mandated by the National Youth Commission – Youth Organization Registration Program.

YOUTH ENGAGEMENT PROGRAM

The Program aims to institutionalize the regular/routine activities that scholars and youth must actively participate in and create a circle of core youth leaders tasked to facilitate youth activities and disseminate information. This aims to develop a sense of belongingness, engagement, and commitment among youth; and develop their leadership and project management skills.

The program implements support activities for the QC Scholarship Program:

Information dissemination and support services for city scholars (orientations, general assembly, team-building, mental health interventions, etc.)
Socio-civic initiatives/projects (volunteer programs, activities, etc.)

YOUTH SKILLS AND CAPABILITY DEVELOPMENT PROGRAM

The program cultivates essential abilities that empower young individuals to excel in a VUCA (Volatility, Uncertainty, Complexity, and Ambiguity) environment. These proficiencies encompass leadership, entrepreneurship, creative arts, sports, and more, equipping them for effectiveness and success.

QC SCHOLARS’ GUIDE

The Quezon City Scholarship Program is a city program that provides financial assistance, in the form of tuition fee grant and/or stipend given to deserving students, especially underprivileged ones. The program has four (4) scholarship categories:

**For Postgraduate Scholarship, scholars will automatically receive Php20,000 as stipend. The remaining Php30,000 (full amount) will only be released to scholars who will apply for Thesis/Dissertation Grant.

ELIGIBILITY

To be eligible for a scholarship, an applicant must:

Be a Quezon City resident
Not be a scholar of another Local Government Unit
Be enrolled / registered / accepted at, or, be certified as a student by an educational institution recognized by the city.

Applicants must also meet the qualifications for the Scholarship Category/subcategory being applied for.

QUALIFICATIONS

SCHOLARSHIP FOR SENIOR HIGH SCHOOL STUDENTS

Academic Scholarship

Must graduate from junior high school with Academic Honors 1-10 or with top 10 highest overall GWA
Must have a General Weighted Average of at least 89% or its equivalent

Specialized Track Scholarship

Must be enrolled at a Specialized Public Senior High School located outside of his/her district of residence.
Must have a General Weighted Average of at least 89% or its equivalent

Athletic and Arts Scholarship

Must be a recent recipient of a major individual award for sports or arts, or, be a current member of a sports or arts program recognized by the city
Must have a General Weighted Average of at least 85% or its equivalent

Youth Leaders Scholarship

Must be a recent recipient of a recognized leadership award or currently serve as officials of the Sangguniang Kabataan, Supreme Student Government or its equivalent, and Quezon City-registered Youth Organizations
Must have a General Weighted Average of at least 85% or its equivalent

SCHOLARSHIP FOR TERTIARY STUDENTS

QC Excel Scholarship

Must be a freshman/ first year tertiary student at the time of application

Must be enrolled / registered / accepted in any of the priority courses or specializations identified by the Quezon City Government
Must pass interviews and aptitude / psychological tests to be administered by the Quezon City Government
Must show proof of leadership/ volunteer work/socio-civic engagements
Must have a GWA of at least 1.75 or its equivalent

Manuel L. Quezon Filipino Language and Literature Scholarship

Must be an incoming freshman/first-year college student at the time of application.
Must be enrolled/registered/certified/accepted as an undergraduate student enrolled in a course related to the Filipino language and literature.
Must pass the interviews, aptitude tests, and other assessments administered by QCYDO; however, these may be waived upon submission of sufficient proof of literary proficiency, such as prior works, publications, or awards from a recognized publisher, organization, or literary institution, and a portfolio of original Filipino literary works (e.g., poetry, fiction, creative nonfiction, or drama, etc). Other supporting documents may be considered, subject to the approval of QCYDO.
Must have a GWA of at least 1.75 (or its equivalent).

Academic Scholarship

Must graduate from senior high school with Academic Honors 1-10 or with top 10 highest overall GWA
Must have a General Weighted Average of at least 1.75 or its equivalent

Athletic and Arts Scholarship

Must be a recent recipient of a major individual award for sports or arts, or be a current member of a sports or arts program recognized by the city.
Must have a General Weighted Average of at least 2.5 or its equivalent

Youth Leaders Scholarship

Must be a recent recipient of a recognized leadership award recognized by the city, or, be a current official of the Sangguniang Kabataan, Supreme Student Government or its equivalent, and Quezon City-registered Youth Organizations
Must have a GeneraL Weighted Average of at least 2.5 or its equivalent

Economic Scholarship

Must belong to a household with a combined annual income within the low middle income to poverty threshold levels OR must belong to any of the following groups: displaced/relocated families within Quezon City, PWDs, household helpers/ kasambahays, Alternative Learning System (ALS) graduates, solo parents, children whose parent(s) was/ were found guilty with finality in criminal cases, family members of tricycle drivers and operators, and other vulnerable or marginalized sectors
Must maintain a General Weighted Average of at least 3.0 (PASS) or its equivalent.

SCHOLARSHIP FOR POSTGRADUATE STUDENTS

Must be employed within the Quezon City Government or with other offices/units working with the Quezon City Government for at least 1 year
Must have a GWA of at least 2.5 or its equivalent

SCHOLARSHIP FOR CONTINUING EDUCATION/VOCATIONAL COURSES STUDENTS

Must be enrolled in short courses or licensure/board/bar exam review courses taken by an applicant or a scholar from a training institution recognized by the city

Creative Writing and Literary Grant

Must be a student, educator, or practitioner of the Filipino language, literature, or creative writing.
Must have proof of acceptance or certification of publication from a recognized publisher or literary institution.
Must demonstrate sufficient experience or active involvement in Filipino literary writing through prior and/or current works, publications, engagement or awards.

SCHOLARSHIP CONDITIONS

The scholarship is valid for one (1) school year or one (1) school term, and may be renewed as long as it is within the prescribed number of school years or school terms needed to graduate, as reflected in the curriculum/degree/program documents provided by the school.
A scholar is only allowed to apply for and receive grants for only one (1) scholarship category at a time.
A scholar who is unable to renew his /her scholarship for a term/school year, must file a Leave of Absence (LOA) with QCYDO. A scholar who is unable to file the LOA will be tagged INACTIVE and forfeits scholarship benefits for that term/school year.
A scholar who applies to another scholarship category (i.e, senior high school, postgraduate) is treated as a NEW SCHOLAR, and follows guidelines and procedures for such.
A scholar may transfer to other scholarship sub-categories (i.e., academic, athletics and arts, youth leaders, economic, etc.), subject to the availability of slots in that sub-category and provided that qualifications are met.
A scholar who shifts courses or transfers schools may be allowed to renew his/her scholarship. Only the remaining years/terms covered in the first scholarship contract will be considered for renewal.
Only one member per nuclear family may be granted a scholarship at any given time.
A postgraduate scholar must be employed or in active service at the time of application and duration of the scholarship.
A postgraduate scholar is only awarded a maximum of Php20,000 stipend per school year. A postgraduate scholar will only receive the additional Php30,000 stipend if his/her application for thesis/dissertation grant is approved.
Due to limited slots, an applicant who belongs to an indigent/marginalized or low-income group OR who graduated from public or private schools in Quezon City are given priority in the evaluation of scholarship applications.
QCYDO may request other supporting documents or information, as may be necessary.

SCHOLARSHIP APPLICATION PROCEDURE

Scholarship Application (For New Applicants)

Secure a QCitizen ID through https://qceservices.quezoncity.gov.ph/.
Log in at QCeServices website using the email address registered upon securing the QCitizen ID.
Fill out online application form and upload scanned copies of the following general documentary requirements:
1. Copy of Grades / Transcript of Records / Form 137/ Form 138 for the last school year/term attended.
2. Proof of school enrollment/ registration/ acceptance for the current school year/term or, certification indicating that the applicant is a scholar from an educational institution recognized by the city
Submit to an interview to be conducted by QCYDO. Other modes to validate an applicant’s identity may also be employed.
Receive notification to upload scanned copies of any additional documents related to the scholarship category being applied for. (Please refer to the table on the succeeding pages for the list of Additional Documents).
Receive notification on approval of scholarship application.
Download a copy of the Certificate of Scholarship through QCeServices.
Receive notification on signing and claiming of the Sworn Attestation and Undertaking and Scholarship Contract at the Quezon City Youth Development Office.
Submit the required documents via the Scholarship Dashboard in QCeServices for the processing of scholarship grants.

SCHOLARSHIP SCREENING COMMITTEE (SSC)

The SSC is tasked to perform the following functions relevant to the scholarship program:

Oversee the implementation of Ordinance No. SP-3283, S-2024
Prepare guidelines on the process of application, approval, and termination of scholarship
Approve the Roster of Scholars prepared by QCYDO
Approve appeals in relation to approval of scholarship application and renewal
Handle special and other analogous cases that may come about by reason of, or in relation to the implementation of this the said ordinance

HOW TO REGISTER AS YOUTH AND YOUTH SERVING ORGANIZATION

The Quezon City Youth Development Office (QCYDO) provides a local registration and renewal process for Quezon City-based youth and youth-serving organizations, in accordance with the 2017 Revitalized National Youth Commission Youth Organization Registration Program Guidelines.

REGISTRATION/RENEWAL PROCEDURE
1. Submission of documentary requirements

Online Submission

Organizations may submit their registration through the Google Form Provided (bit.ly/QCLYOreg). All Documentary Requirements must be properly filled out, signed and scanned, and saved using PDF File format. However, Form D or The List of Members in Good Standing may be submitted using xls file format.

Physical Submission

All Documentary Requirements can be submitted at the Quezon City Youth Development Office and District Action Offices and during District Caravans.

2. Answer QCYDO’s incoming phone calls and respond to verification inquiries.

3. Claim the Certificate of Registration

HOW TO SUBMIT SK PLANS FOR LYDO REVIEW

All Quezon City-based Sangguniang Kabataan shall submit the Comprehensive Barangay Youth Development Plan and Annual Barangay Youth Investment Program to the QC Youth Development Office, as mandated by the DILG MC- 2019-151, s-2019 and QC JMC- 2019-01, s- 2019.

For a review of the Comprehensive Barangay Youth Development Plan (CBYDP)

LOCAL YOUTH DEVELOPMENT PLAN 2026-2028

n recognition of the vital role of the youth in nation-building, the Quezon City Government, through the Local Youth Development Council (LYDC), crafted the Local Youth Development Plan (LYDP) 2026-2028. The LYDC, composed of the Sangguniang Kabataan Federation and representatives from registered city-based youth organizations, conducted a series of consultations with youth and key stakeholders to identify issues affecting the youth and develop appropriate responses to address them. The LYDP 2026–2028 will be implemented with a budget of ₱2.67 billion and comprises programs, projects, and activities (PPAs) of the City’s Executive Departments that are designed for and responsive to the needs of the youth. It is guided by the Philippine Youth Development Plan’s (PYDP) vision to enable, ensure, and promote the youth’s active, meaningful, and holistic participation in society in the following centers of participation: 1) health; 2) education; 3) economic empowerment; 4) social inclusion & equity; 5) peace-building & security; 6) governance, 7) active citizenship, 8) environment, 9) global mobility, and 10) agriculture.

BE YOUR OWN BOSS

184 Quezon City youth, including out-of-school youth, youth with disabilities, children in conflict with the law, young parents, and other vulnerable groups, completed the Be Your Own Boss Training Course conducted across multiple areas in Quezon City from October to December 2025. The program aimed to equip participants with foundational business knowledge and an entrepreneurial mindset through activity-based learning. It also included sessions on financial management and an orientation by the Small Business and Cooperatives Development and Promotions Office (SBCDPO) regarding the city’s capital assistance program for aspiring entrepreneurs (Pangkabuhayang QC Program).

QUEZON CITY LEADERSHIP AND YOUTH ADVANCEMENT FOR GOOD GOVERNANCE (QC LAYAG)

QC LAYAG, held on November 16, 2025, at the QC M.I.C.E. Center, gathered 674 youth leaders from across the city’s six districts for a day of learning, dialogue, and youth empowerment. Participants took part in sessions focused on policy making, budget and planning, and technical writing, strengthening their capacity to design evidence-based programs and contribute meaningfully to local governance. The activity also provided valuable opportunities for young leaders to collaborate, exchange insights, and explore solutions that benefit their communities.

QUEZON CITY SEAL OF GOOD YOUTH GOVERNANCE (QC SGYG)

The Quezon City Seal of Good Youth Governance (QC SGYG) recognizes the Sangguniang Kabataan (SK) councils demonstrating transparency, accountability, youth participation, and strong institutional performance. Aligned with Republic Act No. 10742, it reinforces the city’s commitment to empowering youth through meaningful involvement in local governance and nation-building.

The awarding ceremony of the program’s inaugural year was held on September 13, 2025 at the QC M.I.C.E. Center. Following the evaluation and validation of the technical working group and external partners, fifteen (15) Outstanding SK Councils and ten (10) Outstanding SK Projects were awarded. Through the QC SGYG, best practices are institutionalized to strengthen and elevate youth governance across Quezon City.

QUEZON CITY YOUTH DEVELOPMENT COUNCIL (QCYDC) CONTINUING TRAINING

The Quezon City Youth Development Council (QCYDC) Continuing Training is a capacity-building activity for local youth development council members to help them carry out their roles and responsibilities more effectively. On November 15, 2025, the training gathered together council members for sessions covering leadership, teamwork, and youth policy building the skills they need to serve the youth of Quezon City. Through this training, the council members were guided to become more active and capable leaders who can champion youth welfare in the city.

YOUTH ORGANIZATION ASSEMBLY AND TRAINING

The Quezon City Youth Development Office held the 2025 QC Youth Organization Assembly (Batches 1 to 3) on August 23, 2025, at Vargas-Roxas Hall in Barangay Kaligayahan, and on August 31, 2025, at the Amoranto Sports Complex.

One of the program highlights was the Youth Insight Workshop, where youth representatives shared their perspectives on their communities, identified key issues, and proposed possible solutions. This was followed by a presentation on the National Youth Commission’s Youth Organization Registration Program (YORP) Guidelines by Mr. Carlo Barnachea of the NCR-MIMAROPA Cluster.

The assembly provided a valuable platform for youth organizations to connect, exchange ideas, and actively contribute to community development.

INNOHUB AWARDING CEREMONY

The Inno-hub: The Search for Quezon City’s Young Innovators is a program under the Local Development Plan for Children. It features project proposals that showcase youth ideas on innovative solutions to problems relative to the centers of participation from the Philippine Youth Development Plan. A total of eight grand winners amounting to Php 100,000.00 and sixteen finalists amounting to Php 8,000.00 were awarded.

BOOSTING YOUTH ENTREPRENEURS’ ADVANCEMENT IN THE MARKET (BEAM) PROJECT

As the city continues to promote sustainable entrepreneurial opportunities for its citizens, the Youth Development Office contributes to this effort through its entrepreneurship fair program, now in its third year, known as the Boosting Youth Entrepreneurs’ Advancement in the Market (BEAM) Project. In collaboration with the Small Business and Cooperatives Development and Promotions Office (SBCDPO), a total of twenty-three (23) youth-owned businesses showcased their products from August 12 to 14, 2025, as part of the annual celebration of Linggo ng Kabataan.

LINGGO NG KABATAAN

The Linggo ng Kabataan is an annual celebration that promotes youth empowerment, participation, and development in line with International Youth Day. With the theme “Local Youth Actions for the SDGs and Beyond,” the event gathered over 1,500 Quezon City youth from August 12 to 14, 2025 at Quezon City Hall. The three-day celebration featured a Sustainable Eco-Friendly Fashion Show as its opening activity and the awarding of winners for the Video Advocacy Contest centered on “Youth Solutions for SDG 13: Climate Action.”

An Advocacy Fair was also conducted, highlighting key development areas through partner offices and organizations. Kabataang QC were engaged in campaigns, services, and programs on environment and climate action, mental health, agriculture and urban farming, economic empowerment and entrepreneurship, global mobility, and education and active citizenship. The event also included the BEAM Project Entrepreneurship Fair, which showcased youth-owned businesses and provided young entrepreneurs with opportunities for market exposure.

KABATAANG QC VOLUNTEERS

The Kabataan QC Volunteer Program fosters volunteerism among the Quezon City Youth empowering them through advocacies and highlighting the youth role in nation-building. The program conducted a Summit on July 19, August 24, 30, and 31, 2025 for the QC Scholar beneficiaries, youth organization members, and general youth.

The summit featured sessions designed to equip youth with the values and skills of volunteerism, emphasizing their role in nation-building and active citizenship. The program recognizes that volunteerism must be rooted in purposeful advocacy where volunteers identify and understand issues in the community, set clear goals, and find meaningful ways to contribute to their communities.

QUEZON CITY YOUTH VANGUARDS

Since its inception in 2023, the Quezon City Youth Vanguards Program has continued to foster civic consciousness on peacebuilding and volunteerism among the youth. In its 2025 implementation, guided by the theme “Empowering Youth as a New Generation of Peacebuilders,” the program was conducted in partnership with the NCR-MIMAROPA Cluster of the National Youth Commission, the Reserve Command of the Philippine Army, the Quezon City Police District, the Commission on Human Rights–NCR, the QC Disaster Risk Reduction and Management Office, and ALPAS Consultancy.

The assembly trained 300 youth volunteers from various sectors in Quezon City, equipping them to actively participate in peacebuilding and security efforts while strengthening the role of young advocates in promoting peace and safety within their communities.
