The main types of CSOs include NGOs, civic groups, cooperatives, social movements, professional associations, and business groups.
What is Civil Society Organization Accreditation?
It refers to the process of authorizing an organization to represent a local special body.
How long should an organization operate before applying for accreditation?
Any NGO or PO based in the city that has been actively running for at least one (1) year prior to the application for accreditation can register or get accredited by the Quezon City Council.
Is there a minimum number of members for accreditation?
There is no minimum number of members needed for accreditation.
How many organizations can a person join for accreditation?
There is no maximum number of organizations wherein a person can apply for accreditation. However, a person may only represent one (1) organization as the Principal or Alternate.
What is the purpose of the Principal and Alternative Representative?
The Principal Representative is an authorized member that acts as the primary representative of an organization.
The Alternate Representative is the authorized member that acts as the representative of an organization in the absence of a Principal Representative.
Can a city-paid employee or personnel be allowed to represent their organization?
A city-paid employee or personnel may not be allowed to represent (as a Principal or Alternate Representative) their organization in accordance with Section 9 of Republic Act No. 6713, which states that an official or employee must avoid conflicting interests at all times.
Can a chapter organization choose a sector that is different from their federation?
A chapter organization cannot choose a sector that is different from their umbrella organization/federation. According to Section 5 of the ordinance SP No. 3169, S-2023, “Limitasyon sa Organisasyon ng Ekspansyon,” all accredited by the federation, organization, association, and sector are limited to the main goal of the Constitution, Articles of Incorporation, and By-Laws. They may not join any election for other sectors even if the election is connected to a chapter or another branch of the umbrella organization.
What is the significance of a Civil Society Organization Accreditation?
To be an active partner in the advancement of local autonomy in accordance with Section 34.
The purpose of the People’s Organization of Local Government Code of 1991 is to strengthen active participation in governance and the growth of the local government. It is also important to develop and strengthen cooperation among CSOs through expressing their needs as they engage in decision-making, program planning, implementation, observation, and community-level assessment, which could increase the local government’s responsiveness and efficiency in delivering services.
What is the People’s Council of Quezon City (PCQC) (Previously known as the Council of Sectoral Representative or CSR)
The People’s Council of Quezon City (PCQC) is the general assembly of accredited NGOs/POs of Quezon City that represents the twenty-three (23) sectors, with a term not exceeding three (3) terms or nine (9) consecutive years. Nevertheless, the Oversight Committee may add the number of sectors when it answers important details from the Implementing Rules and Regulations.
What is the Local Special Body (LSB)?
The Local Special Body identifies the Local Development Council (LDC), Local Health Board (LHB), Local School Board (LScB), and Local Peace and Order Council (LPOC). Other Local Special Bodies/Councils (according to city ordinances/other issuances) are the following:

Who is responsible for accrediting CSOs in Quezon City?
The Quezon City Council is responsible for accrediting Civil Society Organizations through a strengthened ordinance.
What is the validity period of the Certificate of Accreditation?
All approved applications of CSOs and private/business organizations will receive a Certificate of Accreditation, which comes with conditions to maintain. The accreditation is co-terminous with the term of the Sangguniang Panlungsod/Quezon City Council.
Co-terminus means the appointment depends on the term of the appointing authority, which is the Quezon City Council.
