
Who is eligible to apply for a Scholarship?
ELIGIBILITY The eligibility requirements for applicants across all scholarship categories are as follows: 1. Must be a Quezon City resident 2. Must be enrolled / registered / accepted at a recognized educational institution at the time of scholarship application 3. Must meet the qualifications for the scholarship category being applied for QUALIFICATIONS I. SCHOLARSHIP FOR SENIOR HIGH SCHOOL STUDENTS 1. Must be a graduate of a Quezon City public or private secondary school 2. Must be a Grade 10 completer with academic honors, overall Rank 1 to10 3. Must maintain a General Weighted Average of at least 85% II. SCHOLARSHIP FOR TERTIARY STUDENTS Academic Scholarship 1. Must be a graduate of a Quezon City public or private high school 2. Must be a senior high school completer with academic honors, overall Rank 1 to10 3. Must maintain a General Weighted Average of at least 1.5 or its equivalent for Academic overall Rank 1 & 2 and at least 1.75 or its equivalent for Academic overall Rank 3 to 10 Economic Scholarship 1. Must be a graduate of a Quezon City public or private high school 2. Must apply with/maintain a General Weighted Average of at least 3.0 or its equivalent 3. Must belong to any of the following groups: indigent families, displaced/relocated families, and vulnerable and marginalized sectors (PWDs, Kasambahays, ALS graduates, solo parents, children in conflict with the law, families of tricycle drivers and operators) Athletic and Arts Scholarship 1. Must be a graduate of a Quezon City public or private high school 2. Must be a recipient of a top individual award/recognition for sports and cultural arts in the most recent school year / school term / playing season given by recognized institutions 3. Must apply with/maintain a General Weighted Average of at least 2.5 or its equivalent 4. Must be active in the current school year / school term / playing season Youth Leaders Scholarship 1. Must be a graduate of a Quezon City public or private high school 2. Must be a “Joy of Public Service” awardee or an elected leader in any of the following: Sangguniang Kabataan, Supreme Student Council, Quezon City registered youth organizations 3. Must serve as Sangguniang Kabataan Council member, Supreme Student Council member, or as president/vice-president (or equivalent) of Quezon City registered youth organizations 4. Must apply with/maintain a General Weighted Average of at least 2.5 or its equivalent Specialized Courses Scholarship 1. Must be a graduate of a Quezon City public or private high school 2. Must apply with/ maintain a General Weighted Average of at least 1.75 or its equivalent 3. Must be enrolled / registered / accepted in any of the priority courses identified by CHED, with priority on undersubscribed courses III. SCHOLARSHIP FOR MASTERS AND DOCTORATE STUDENTS 1. Must be a Quezon City LGU employee 2. Must be enrolled / registered / accepted in a CHED recognized Higher Education Institution or in a recognized International Institution 3. Must be employed for at least 2 years and occupy at least a Salary Grade Level 14 position or its equivalent 4. Must apply with/maintain a General Weighted Average of at least 2.0 or its equivalent IV. SCHOLARSHIP FOR VOCATIONAL COURSES 1. Must belong to any of the following groups: indigent families, displaced/relocated families, and vulnerable and marginalized sectors (PWDs, Kasambahays, ALS graduates, solo parents, children in conflict with the law, families of tricycle drivers and operators) 2. Must be enrolled / registered / accepted in a TESDA accredited training institution or other training institutions recognized by the Quezon City Government 3. What are the eligibility requirements that a scholarship applicant needs?
General Requirements 1. Letter of Intent addressed to the Mayor 2. Copy of QCitizen ID 3. Proof of school registration / enrollment / acceptance for the current school year or semester 4. True Copy of Grades / Transcript of Records / Form 137/ Form 138 for the previous semester or school year 5. eApplication Form with the following attachments: a. How to apply for a Scholarship in QCYDO?
Here is the process of the scholarship application in QCYDO:
- An applicant must register to QC eServices Portal to have an account in order to apply for the scholarship
- All applicants must have a registered and approved QCitizen ID.
- The applicant must log in to QC eServices Portal and go to “QC Scholars” home page.
- All the submitted application requirements will undergo different screening like evaluation of documentary requirements, validation, and interview initiated by YDO.
What if I don’t have a QCitizen ID or I have a pending approval for my QCitizen ID. Can I still apply for a scholarship?
“It is necessary for an applicant to have an approved QCitizen ID to continue her scholarship application since the system can verify if an applicant has an approved QCitizen ID.

Are you considering what school I’m currently enrolled in? What if my school does not belong to the list of partner schools?
QCYDO has a list of partner schools that process the City’s scholarship program. If ever the school where you are currently enrolled is not on the list, you may directly call our office for your queries to be addressed.
I am not from QC but I am enrolled in school within QC. Am I eligible to apply for a scholarship?
An applicant must be a QC resident, if you are not a QC resident your application will be disqualified.
How will I know the status of my scholarship application? Will I receive a call, text message, or email from QCYDO?
You will know your scholarship application status thru QC eServices Portal. You can follow our official Facebook page for more updates and announcements about the City Scholarship Program.
How long is the validity of the scholarship grant that I could get from QCYDO?
QCYDO will base the year that is stated on the curriculum/program/degree requirements of scholars; however, scholars must renew their scholarship every term for the YDO to know if scholars have maintained the prescribed GWA depending on the scholarship category..
How many days or weeks will it take for my scholarship application to be processed?
“The application process of the scholarship program may take three to four weeks. It also depends on the number of applicants. For this reason, it is important to submit a correct, appropriate and clear copy of all the requirements needed to avoid any problems which can prolong the process of the application.
Disclaimer: Various processes which involve other offices such as the Accounting Department, City Budget Department and City Treasurer’s Office are not included in the three to four week process”
I am already a scholar of a private organization. Can I still apply for a scholarship in QCYDO?
“A scholar of another organization, be it a national or private, can still apply as long as the conditions of scholarship are met. However, if an applicant is a scholar of other LGUs, the application will be disqualified.
As per our Scholarship Guidelines, the QCYDO will only provide what is not covered by their other scholarships. Also, the QCYDO will only finance the amount stated in their scholarship grant.”
I am a graduate of public/private high school in our province and currently residing at Quezon City. Am I qualified to apply for a scholarship?
“Based on the scholarship guidelines, an applicant must be a graduate from Quezon City public/private high school. However, the application may still be considered if the applicant is a graduate from schools outside Quezon City and has met the qualifications for the economic scholarship category. Additionally, the applicant may be required to submit additional documentary requirements needed by YDO if deemed necessary.
Since this is considered as a special case, this will be evaluated and approved by the Scholarship Screening Committee.”
I am a part of Sangguniang Kabataan Council but my position is only appointed, can I apply for a scholarship?
Only those elected Sangguniang Kabataan Council may apply for Youth Leaders Scholarship. But, it is necessary that the applicant meets the qualifications,
I’ve already finished one course in one of the accredited training institutions of TESDA. Can I still apply for a scholarship grant and study for another vocational course?
You can avail a scholarship for vocational courses for one time. The scholarship grant will end once the scholar finished his prescribed training hours
Are you going to check the educational background of a vocational course scholarship applicant?
“No. Because TESDA will assess or evaluate the applicant if he is qualified to enroll in the training course. However, we have certain qualifications that an applicant must meet such as he must belong to any of the following groups: indigent families, displaced/relocated families, and vulnerable and marginalized sectors (PWDs, Kasambahays, ALS graduates, solo parents, children in conflict with the law, families of tricycle drivers and operators), among others.

My sibling and I are tied in the over-all rank 3, can we still apply for the scholarship?
As stated on the Scholarship Guidelines, only one member of a family is qualified to apply for the scholarship in the same year. These instances can be raised to QCYDO for the Scholarship Screening Committee to get a recommendation.
I am part of over-all rank in QC public senior high school and also a SSG President, can I apply for Academic and Youth Leader?
No, an applicant can only apply for one category. It is not allowed for scholars to be a beneficiary of two or more categories of the City Scholarship Program, the applicant must decide which category he’s going to apply.
I am currently President of a QC Based Youth Organization, can I apply for a scholarship even if my organization is not registered in the city?
No. Based on the Scholarship Guidelines, the youth/youth serving organizations must be registered to the QCYDO to qualify for Youth Leader Scholarship. The QCYDO has a list of registered youth/youth-serving organizations in the city and a directory of officers and members
Can I apply for a scholarship even if I am a graduating student?
Yes, you are still allowed to apply, however, only the remaining terms/semesters will be covered by the City scholarship grant. For instance, if you are an incoming 3rd year student upon application, only 2 years will be funded.
How many activities should I participate in that are organized by the QC government as a scholar?
As a beneficiary of the scholarship program, an active participation of a scholar is highly encouraged. There is no assigned number of participation or activities that a scholar should be in. However, there are staff from QCYDO that monitor participation of scholars in various activities.
I have received my Certificate of Scholarship, what step do I need to take next?
Congratulations! You have received your Certificate of Scholarship. This means that you are already a scholar of the City.
You may now proceed to the submission of documents required to process your tuition fee and stipend/allowance. Here is what you must do, QC Scholar!
Things to Remember and Steps to Take:
- If you are currently enrolled in a Private University/College, you need to request for a Statement of Account (SOA) from your school. The Statement of Account is a document wherein the breakdown of your school fees are indicated for your tuition fee and miscellaneous. It will be the basis of QCYDO and the Quezon City Local Government Unit to process the payment for your tuition fee and stipend/allowance.
- Every scholar will have to upload the Statement of Account thru their QC E-services portal. Here are the additional documents that you need to attach with your SOA:
a. Scanned Photo/PDF file of Current Certificate of Registration/Enrollment;
b. Scanned Photo/PDF file of Certificate of Scholarship. - If enrolled in State Universities/Colleges that are not issuing a Statement of Account, the scholar is not required to submit a SOA but will have to submit the following requirements thru the QC E-services portal, in order to receive the scholarship grants:
a. Scanned Photo of Current Certificate of Registration/Enrollment;
b. Scanned Photo of Certificate of Scholarship. - After the QCYDO receives and evaluates the submitted SOA and/or other attachments, the payroll for the tuition fee and stipend/allowance will be processed. However, if there’s a problem with the submitted SOA and documents, scholars are required to comply with the instructions from QCYDO.
- Reminder: Failure to submit your Statement of Account and/or other requirements, your tuition fee and stipend/allowance will not be processed.
- Please ensure that you will submit all the requirements on time so that your scholarship grants will be processed at the earliest possible time.
- Incomplete requirements will not be honored. Submitting insufficient requirements will result in a delay process of your tuition fee and stipend assistance.
- All Scholars are required to submit their Statement of Account every semester in four (4) or five (5) years, depending on the scholarship contract.
What could be the reasons for the termination of my scholarship grants?
“Here are the General Grounds for the termination of your Scholarship:
- Non-fulfillment of conditions stated in the QCYDO guidelines
2.Forging, falsification and misrepresentation - Conviction of a crime and health conditions that render the scholar unfit to pursue studies during the semester applied for
- Other causes as may be determined by the YDO”
How will I get an update regarding my tuition fee and stipend/allowance?
In order to observe transparency in all of our transactions, YDO will be releasing the lists of scholars who have processed scholarship grants regularly, as well as those scholars whose grants are still in process.
How and when am I going to receive the tuition fee and stipend/allowance?
“The payment for your tuition fee will be directly sent to your school through a bank cheque that is named after your school. The bank cheque will be picked up by your school’s representative after they receive a notice that your cheque is ready for release by the City Treasurer’s Office. Also, the payment could be transferred to the school’s bank account if the school chooses this option. The process of tuition fee payment would take 3 months since after we receive your Statement of Account and other attachments we will transfer it to the various City offices such as City Accounting Department, City Treasurer’s office, among others.
Your stipend/allowance will be received through your paymaya account. All scholars will have a paymaya account that will be processed by the QCYDO.”
How often will the stipend/allowance be released?
The QCYDO will only release the stipend once per semester and twice in a school year.
My tuition fee is already paid, how will the QC Local Government pay for my grants?
If your tuition fee is already paid, the QCYDO will still directly send the payment to your school. You will have to coordinate with your school on the process that you need to take in order to refund your payment or credit it for the corresponding semester.
My tuition fee is lower compared to the scholarship grant that is stated in my certificate of scholarship, will I be able to get the excess from my grants?
No. The QCYDO will only base on the Statement of Account that you will submit. Meanwhile, if your tuition fee is higher than the scholarship grants, only the stated grants in your certificate of scholarship will be processed.
What should I do at the end of every semester?
After every semester all scholars are required to renew their scholarships. Here are the process that you have to take:
Scholars must log in on the QC eServices portal and prepared the following documents:
- Accomplished Scholarship Renewal eForm
- True Copy of Grades / Transcript of Records / Form 137/ Form 138 for the previous semester or school year
- Proof of school enrollment / registration / acceptance for the current school year or semester
- Certificate of Scholarship of the previous school year or school term
- Approved Leave of Absence (for scholars who did not enroll / did not transact in the previous school year or school term) Scholars must answer all the required fields in the Scholarship Renewal dashboard and upload all the necessary documents.
Scholars must choose a date of their interview. The platforms that will be utilized are Google Meet or Zoom applications.
After the interview, Scholars will wait for the releasing of their new Certificate of Scholarship through the QC eServices portal. They may check it by using their registered account. Important Reminder:
Scholars must ensure that the documents they will submit are clear, complete and correct.
What should I do if I am not able to maintain my General Weighted Average based on the Scholarship Category that I applied for?
“All scholars who are not able to maintain their GWA may be disqualified but they will still be given a chance to renew for a scholarship category once they are able to reach their maintaining GWA the next semester.
Further, if a scholar who is under the sub-category of Academic or Specialized Course does not maintain the prescribed GWA, he/she will have a chance to apply for another sub-category.”
Since I already maintained the required GWA for Academic Scholarship Category this semester, am I now allowed to reapply as a previous Academic Scholar?
Yes, you may now reapply for your original Scholarship Category if you already met the prescribed GWA.
Will my Scholarship Grant be terminated if I ever have any incomplete grades?
The scholarship will not be terminated. However, the grants will not be processed by the YDO until the scholars submit their complete grades for that specific semester. This is to ensure that they have acquired the prescribed General Weighted Average (GWA) of their scholarship category.
I have a dropped/failed subject, will my scholarship grants be terminated even if I maintain the required GWA?
The scholarship grants of scholars who acquired a dropped or failed subject will not be terminated. Nevertheless, they have to ensure that they maintain the GWA based on their Scholarship Category to be able to renew their scholarship.
What will happen to my scholarship grant if I fail to maintain my GWA?
Under Condition No. 5 of Scholarship Guidelines, scholars must meet all the conditions for their scholarship and have the option to apply in other categories and reapply in their original category as long as all qualifications are met.
What should I do if I want to withdraw my scholarship?
All scholars should inform the QCYDO by filing a Withdrawal Form and personal letter stating the reasons as to why they are withdrawing their scholarships.
I am planning to shift to another course, will it affect my scholarship?
As stated in the Condition No. 7 of Scholarship Guidelines, shifting to another course is allowed. However, the number of years/terms covered by the scholarship based on the scholar’s first scholarship application will be retained. Meaning, it will only affect the scholarship grants if scholars are required to extend years of studying, due to the grants will automatically stop once the scholarship reaches the end of contract.
What if I transfer to another school, am I still one of the scholars of Quezon City?
Yes. You may still be able to retain the scholarship grants depending on the school you are transferring at.
I am not planning to enroll next semester/school year due to various reasons. What should I do to keep my scholarship and still receive my grants once I enroll next semester/school year?
“All scholars who will not enroll for one or two semesters will have to secure an approved Leave of Absence from their school or Notice of Non-Enrollment if they still want to be a beneficiary of the scholarship grants of the City.
Please be reminded that extension of Scholarship contract is not allowed. Only the number of years stated in the contract will be strictly followed.”
My registration form last semester was lost/damaged/burnt/swept away by the flood, what should I present in exchange for it?
If that’s the case, the QCYDO may request for supporting documents in replacement and/or to prove that the scholars have had registration form.
I am currently a working student, am I allowed to renew my scholarship even if I will not enroll for a full load of units?
Yes, you may still renew your scholarship, however, you will be requested to submit a Certificate of Employment as a proof that you are currently working while pursuing your studies. Please take note that we are requiring all scholars, working or not, to take full load each semester.
