What is the No Contact Apprehension Program (NCAP)?
- NCAP refers to capturing traffic violations without the need of physical apprehension by traffic enforcers.
- It is implemented 24 / 7 by the City Government using traffic enforcement cameras and other technology.
- NCAP covers all types of traffic violations committed on the main roads of Quezon City.
How will traffic violators be apprehended?
- A Notice of Violation (NOV) will be sent to the address of the registered owner of the vehicle appearing in the LTO database.
- It will be delivered through a process server of the City, registered mail, and/or private courier.
- For registered owners of vehicles whose addresses are located in Quezon City, the NOV will be delivered within fourteen (14) working days from commission of the traffic violation.
- For registered owners of vehicles who are not residents of Quezon City, the delivery of the NOV may exceed fourteen (14) working days from commission of the traffic violation.
How do I pay the penalty or fine?

- Over-the-counter (OTC) at select bank branches
- Cash payment can also be made at: Ground Floor, Department of Public Order and Safety Building, Quezon City Hall Compound, Kalayaan Avenue, Quezon City

When should I pay the penalty or fine?
- Within thirty (30) days from receipt of the Notice of Violation.
What happens if I don’t pay the penalty or fine?
- The City will impose an additional surcharge of five percent (5%) of the fine for each month until fully paid.
- The City will provide the LTO with a list of those who have not paid the fine and will also instruct the LTO to put an alarm on the registration of the vehicle, which will prevent its renewal until full payment of the fines and surcharges.
How do I contest the Notice of Violation?
- By filing a protest to the Traffic Adjudication Board within ten (10) days from receipt of the Notice of Violation.
- The Traffic Adjudication Board is located at the 2nd Floor, DPOS Bldg., Quezon City Hall Compound, Kalayaan Avenue, Quezon City.
I already sold the vehicle but it was still registered under my name when it was caught under the NCAP. Am I still liable to pay the penalty or fine?
- You can identify the actual owner of the vehicle by filing a protest within ten (10) days from receipt of the Notice of Violation to the Traffic Adjudication Board together with the following:
- Copy of Notice of Violation;
- Complete copy of the Notarized Deed of Sale of the vehicle, stating the identity of the buyer, his/her address, and valid ID.
- However, if the buyer fails to pay the penalty or fine, the Traffic Adjudication Board shall likewise instruct the LTO to put an alarm on the registration of the vehicle, which will prevent its renewal until the traffic violation has been paid / settled.
I wasn’t driving the vehicle when it was caught under the NCAP. What can I do?
- You can nominate the driver by filing a protest within ten (10) days from receipt of the Notice of Violation to the Traffic Adjudication Board together with the following:
- Copy of Notice of Violation;
- Copy of the Driver’s License of the alleged driver; and
- Notarized Affidavit of the alleged driver, admitting that he / she was driving the vehicle referred to in the Notice of Violation.
- However, if the alleged driver fails to pay the penalty or fine, the Traffic Adjudication Board shall likewise instruct the LTO to put an alarm on the registration of the vehicle and/or the Driver’s License of the alleged driver.
The vehicle caught under the NCAP was stolen. What can I do?
- File a protest within ten (10) days from receipt of the Notice of Violation to the Traffic Adjudication Board together with a copy of the Philippine National Police (PNP) or Land Transportation Office (LTO) Report, showing that the vehicle was reported stolen prior to the cited violation.
I committed the violation because of an emergency. What can I do?
- File a protest within ten (10) days from receipt of the Notice of Violation to the Traffic Adjudication Board together with your proof of emergency during the cited violation.
Where will the NCAP cameras be installed?
- Cameras will initially be placed at major roads and intersections in the City. Signages will be posted along the areas covered by NCAP. For now, cameras will be installed at:
- Quirino Highway – Susano Road (Novaliches Bayan)
- Quirino Highway – Zabarte Road
- Quirino Highway – Tandang Sora (Sangandaan)

Will traffic enforcers continue to apprehend violators?
- Traffic enforcers will continue to apprehend violators, issue Ordinance Violation Receipts, and confiscate driver’s license.
- In case the violator is caught by both a traffic enforcer and the NCAP for the same violation, the traffic enforcer’s apprehension shall prevail over the NCAP.
Where will the fees go?
- Official receipt from the city hall will be issued therefore fees shall go directly to the city treasury and shall be used to support various projects for the city.
