Quezon City is well known for its city-first initiatives in addition to creating inclusive, progressive, and sustainable projects, through its various offices, that improve QCitizen’s living conditions, uphold basic rights, and enrich technological advances. These programs include the Right to Care Card, QCity Bus Program, and iRISE-UP.
Among all the cities, Quezon City is the first to launch the Right To Care card in the Philippines. With the issuance of the RTC, through the city’s Gender and Development Council Office (GAD Council Office), resident queer couples are now empowered to make medical decisions for their partners.
The card operates through a Special Power of Attorney (SPA) and recognizes the decision of the cardholders to agree, refuse, or withdraw consent for any type of medical care for their partners, including treatment, procedures, tests, and prescriptions.
From 2023 to 2025, 468 queer couples have applied for the Right to Care card.
Organized by the Office of the City Administrator (OCA), the QCity Bus program serves as a vital means of transportation for thousands of commuters daily, offering free rides and helping to ease traffic congestion.
It follows a bus trip schedule, and passes by eight (8) routes where buses stop only at designated pick-up and drop-off points along those routes.
As of May 2025, the program is open to the public and has reached over 34 million ridership since it was established during the pandemic.
iRISE-UP: Real-Time Calamity Monitoring System
The iRISE-UP program, which stands for Intelligent, Resilient, and Integrated Systems for the Urban Population managed by the Quezon City Disaster Risk Reduction and Management Office (QCDRRMO), is a real-time monitoring system that enables the city government to track potential incoming calamities by utilizing data from various early warning devices and on-the-ground field equipment. Through this technological advancement, the city government is capable of preparing for these calamities and responding accordingly to keep the citizens safe from danger.
