Need to Know: The Quezon City Public Library Talipapa Branch was awarded Top Performing Public Libraries-Barangay Category in 2019 by the National Library of the Philippines (NLP), Philippine Librarians Association of the Philippines (PLAI) and National Commission for Culture and the Arts- National Committee on Library and Information Services (NCCA- NCLIS).
The Quezon City Public Library Talipapa Branch was inaugurated on September 30, 2014. This branch library started as a venue for computer tutorials attended by the people of the barangay.

Storytelling, Film Showing, Library Orientation, Library Games, Computer tutorial, Zumba, LibCraft, LibHack, LibFood, Aklatan sa Eskinita, Word Hunt, Word Building, Kahoot! .
Aklatan sa Eskinita is an activity that encourages the residents of Brgy. Talipapa to read and support the activities of the library by bringing its services to them. Library orientation, storytelling, and puppet show was done during this activity.
Libcraft is an activity organized by QCPL – Talipapa Branch created to teach young minds the value of recycling materials. It also boosted creativity and resourcefulness among our youth.
Libhack is an activity that informs and provides to students various knowledge about computers and websites that can be used for their studies.
Libfood is an activity that gives parents additional knowledge about food and the good benefit we can get from them.
