The Quezon City Government, through the Persons with Disability Affairs Office (PDAO), Public Employment Service Office (PESO), Quezon City Health Department (QCHD), and the Office for the Senior Citizens’ Affairs (OSCA), has organized Inclusive Employment Opportunities for QCitizens, particularly senior citizens, mothers of Children with Disabilities (CWDs), and Persons with Disabilities (PWDs).
Under the Inclusive Employment Program, applicants aged 18 to 59 were either deployed in private companies through the Special Employment Program or in the local government by the Emergency Employment Program.
Special Employment Program
With the Special Employment Program, the city government provides the qualified beneficiaries an opportunity to work in business establishments in partnership with various corporations like Jollibee Foods Corporation (JFC), Cabalen Group of Companies, and Shakey’s Pizza Asia Ventures Inc. (SPAVI).
The selected applicants undergo orientation, psychological assessments, and comprehensive training on work ethics to ensure their readiness before deployment in partner companies, including JFC-owned stores such as Jollibee, Chowking, Greenwich, and Burger King branches.
Emergency Employment Program
The Emergency Employment Program (EEP) is the city’s quick response measure to the effects of natural and man-made calamities, especially on QCitizen workers.
With this, the displaced workers due to and during the pandemic were hired by the local government and were deployed to deliver goods and services, to be administrative staff and encoders for the Social Amelioration Program and Kalingang QC Program, and even designated as bus drivers for the Libreng Sakay Program.
The workers were remunerated with P16,000/month following the Labor Department’s minimum livable wage. Chosen workers are residents of nearby barangays, making it easy for them to be shuttled to the Quezon City Hall.
Both programs are part of the city’s goal to support, promote inclusivity, and create a community with an equal opportunity for all QCitizens.
For the first batch of the Special Employment program in 2025, 40 people were deployed to various JFC branches, higher than the total of 49 workers recorded in 2024. In 2023-2024, Cabalen was also able to hire 6 applicants from the program.
As of 2025, 98 workers have been hired for the first batch of QC-EEP. In 2023-2024, the program has helped 291 emergency-employed workers.
