Quezon City has strengthened its commitment to education, media and information literacy (MIL), lifelong learning, and culture through Executive Order No. 22, Series of 2026, signed by Mayor Joy Belmonte.
The Executive Order creates the Quezon City Learning, Information, and Culture Committee, a multi-sectoral body that will coordinate the City’s initiatives as a UNESCO Creative City of Film, a UNESCO Media and Information Literacy Pilot City, and a member of the UNESCO Global Network of Learning Cities.
By bringing together key city offices, schools, civil society, and development partners, the Committee will ensure a more coordinated approach to programs that promote critical thinking, digital citizenship, creativity, lifelong learning, and cultural participation.
Mayor Joy Belmonte said Quezon City’s UNESCO recognitions carry the responsibility of translating global commitments into meaningful local action.
“These recognitions are more than international distinctions. They represent our commitment to empowering every QCitizen through education, culture, and access to reliable information. By bringing together our departments and partners under one coordinating body, we can better deliver programs that help our communities become more informed, engaged, and resilient.”
The Committee will be chaired by the City Mayor, with the Education Affairs Unit serving as Secretariat. It includes representatives from key city departments, the Schools Division Office of Quezon City, Quezon City University, the Quezon City Public Library, and other partner institutions.
Among its key responsibilities are developing and implementing action plans that advance Quezon City’s UNESCO commitments, strengthening partnerships across sectors, monitoring the implementation of programs, recommending supportive policies, and leading public awareness campaigns on education, media and information literacy, lifelong learning, and culture.
Through EO No. 22, Quezon City further reinforces its position as a local government that integrates education, culture, innovation, and international collaboration into responsive governance.
