
The Quezon City Government will officially open applications for Pangkabuhayang QC (PBQC) Phase 6 (Batch 1)from June 1 to 15, further reinforcing its commitment to support small businesses and aspiring entrepreneurs across the city.
Under Phase 6, the City is implementing enhanced measures to promote business formalization and strengthen program monitoring. As part of this effort, securing a Nano Enterprise Permit is now integrated into the application process for capital assistance.
The program also introduces a clearer distinction between the Micro Entrepreneur and Vendor categories to ensure more targeted evaluation and processing of applications.
While not all applicants are required to have a Nano Enterprise Permit upon application, they must complete the process and secure the permit prior to the release of assistance. Applicants under the Micro Entrepreneur category must submit at least one of the following as proof of business: a Department of Trade and Industry (DTI) Business Name Registration Certificate, a City or Mayor’s Permit, a Bureau of Internal Revenue (BIR) Certificate of Registration (Form 2303), or a Securities and Exchange Commission (SEC) Certificate of Incorporation. Those with an existing Nano Enterprise Permit may also submit it as part of their application.
Vendor applicants, on the other hand, must present a valid Hawker’s or Market Permit issued by the Market Development and Administration Department and provide their Market Permit Number prior to grant release.
For individuals who do not yet have an existing business, alternative documents may be submitted depending on their category. These include a valid PWD ID for persons with disabilities; a Solo Parent ID for solo parents; or a certification or endorsement from the Quezon City Public Employment Service Office (PESO) or the QC Migrant Resource Center for returning overseas Filipino workers.
Meanwhile, applicants who have completed livelihood or entrepreneurship training conducted by the Quezon City Government, national government agencies, or partner institutions may submit a certificate or endorsement, provided that the training program consists of at least 16 hours.
Applications will be processed through the QC eServices portal, which has been upgraded with an enhanced dashboard that allows real-time tracking—from submission and City permit processing to validation and application completion.
Implemented by the QC Small Business and Cooperatives Development and Promotions Office (QC-SBCDPO), the program provides qualified QCitizens with capital assistance, entrepreneurship training, and access to networks to help them start or expand their businesses.
Mayor Joy Belmonte emphasized that the program remains a cornerstone of the City’s inclusive economic agenda, particularly in empowering small entrepreneurs and vulnerable sectors.
“We want every QCitizen with a dream to have a fair chance to build a sustainable livelihood. Through Pangkabuhayang QC, we aim to be a City of Entrepreneurs—not only by providing capital assistance, but also by equipping our beneficiaries with the right training and opportunities to build sustainable, long-term businesses,” Mayor Belmonte said.
Since its launch in 2021, the Pangkabuhayang QC has supported over 70,000 beneficiaries and released more than ₱735 million in capital assistance, driving enterprise growth and job creation across the city.
Eligible QCitizens are encouraged to prepare their requirements early and submit their applications through the QC eServices website: qceservices.quezoncity.gov.ph.
