
Quezon City has once again solidified its standing as the country’s leading model for good governance and ease of doing business after being recognized as a Hall of Fame Awardee in the 2025 Most Business-Friendly Local Government Unit (LGU) Awards – City Level 1A by the Philippine Chamber of Commerce and Industry (PCCI).
The award, given under the category of Highly Urbanized Cities in the National Capital Region (NCR), was personally received by Mayor Joy Belmonte and Business Permits and Licensing Department (BPLD) Head Margie Mejia during the 51st Philippine Business Conference & Expo at the SMX Convention Center Manila in Pasay City.
This marks Quezon City’s third consecutive victory in the PCCI awards, officially elevating it to the Hall of Fame — a distinction reserved for local governments that have consistently demonstrated excellence in supporting businesses and driving economic growth. The recognition highlights the city’s unwavering commitment to streamlined, transparent, and technology-driven business processes, championed by the BPLD and the Economic Development team, positioning Quezon City as one of the most trusted and dynamic business hubs in the country.
Quezon City first achieved Hall of Fame status during the administration of former Mayor Feliciano Belmonte Jr.. This year’s return to the Hall of Fame distinction under Mayor Joy Belmonte reflects the city’s renewed momentum in economic governance and its institutional culture of innovation and service excellence.
Since 2019, the city has pursued an ambitious digital transformation agenda to make business processes simpler, faster, and more accessible. Quezon City became the first LGU in the Philippines to fully implement an end-to-end automated online system, including the issuance of electronic official receipts. These reforms have not only built investor confidence but also empowered local enterprises to grow in a business-friendly environment anchored on ease, transparency, and accountability.

The Most Business-Friendly LGU Awards of the PCCI honor local governments that promote trade and investment, uphold transparency and accountability, and deliver efficient, customer-centered services that create an enabling environment for business growth.
With this latest milestone, Quezon City reaffirms its role as a trailblazer in public service innovation and a national benchmark for ease of doing business — proving once again that in the country’s largest city, business is not only welcome, it’s made easy.
