
The Quezon City Government, as mandated by the State in the Republic Act No. 7160 or the Local Government Code of 1991, exercises its authority to establish a “dynamic organizational structure and operating mechanism that will meet the priority needs and service requirements of its communities.”
Through delegation of responsibilities, Quezon City serves as an arm of the national government in pursuit of the country’s social progress and economic development, performing its functions efficiently. To ensure the city’s effectiveness on established systems, evaluation and monitoring is regularly conducted to enhance individual and group performance and improve communication between employees and management.
The highest authority in command in the local government is the Office of the City Mayor (OCM), followed by the Office of the Vice Mayor (OVM). Working closely with the Office of the City Mayor are the 3 top City Executives: the Chief of Staff (COS), the Office of the Secretary to the Mayor (OSM), and the Office of the City Administrator (OCA)—whose assistance, advice, and support to the City Mayor are vital in managing the city and its operations. Also serving under the Executive Branch of the Quezon City government are a total of 48 departments, offices, and healthcare institutions, 16 special operating units, and 11 special assistance units for national government agencies (NGAs). Under the Legislative Branch, headed by the Vice Mayor as the presiding officer of the Sangguniang Panlungsod, are 4 offices and 36 City Councilors grouped into 6 congressional districts.
All offices, departments, and units play a crucial role in carrying out the city’s initiatives and maintaining order for the benefit of all QCitizens. The Quezon City Government persists in its efforts to improve the quality of living and demonstrates transparency in its operations.
