London, UK – June 27, 2024 – The Councilors of the 22nd Quezon City Legislative Council have commenced their three-day “Strategic Leadership for Effective Policy Formulation” program in London. Organized by the Washington Global Institute (WGI) in collaboration with Worcester College of Oxford University and the College of Saint Benilde, the initiative aims to bolster strategic leadership and policy formulation skills.

The program aims to enhance skills in strategic leadership, policy formulation, and promote innovative local governance. Councilor Dorothy Delarmente MD, Majority Floor Leader of Quezon City Legislative Council and Head of Delegation, DILG NCR Assistant Regional Diredtor, Atty. Ana Lyn Baltazar-Cortez CESO IV, and Dr. Tahir I. Shad, President of WGI, welcomed participants at Oxford City Hall. Key sessions included lectures by Professor Roger Triggs on British government and politics and a session on building safe cities from a gender perspective by Dr. Chloé Lewis. The councilors also met with Councillor Mike Rowley, the first openly gay and neurodivergent Lord Mayor of Oxford, who shared insights on local governance and community engagement.

The day concluded with a cultural tour of Oxford University’s historical sites, enriching the councilors’ understanding of the city’s governance framework.
