Nakiisa sa capacity building ang mga lokal na opisyal, barangay, at non-government organizations upang tuluyan nang matuldukan ang Child Labor sa tulong ng SHIELD program ng Department of Social Welfare and Development (DSWD), World Vision at lokal na pamahalaan.

Ang SHIELD program o Strategic Helpdesk for Information, Education, Livelihood, and other Developmental Intervention ay naglalayong ilayo ang mga kabataan mula sa anumang uri ng child labor at mabigyan sila ng nararapat na serbisyo at programa mula sa pamahalaan.

Ililinya ng QC Government ang mga programa ng lungsod kontra child labor, tulad ng Task Force Sampaguita, barangay help desk, at local registry ng child laborers sa SHIELD Program ng DSWD.
