In the 1960s, settlers from Veterans, Pasong Tamo, and Intramuros settled at Constitution Hills and at Sapang Palay. When the construction of the House of Representatives began, residents moved from Constitution Hills to the lower portion of the area.
In 1983, Barangay Batasan Hills, named after Consitution Hills, formally separated from Barangay Matandang Balara through Batasang Pambansa Bilang 343.
