Barangay Commonwealth traces its beginnings to the early 1960s with a group of settlers named the New Community Commonwealth, named after Commonwealth Avenue from PHILCOA to Fairview Park Subdivision. It began as a dark garbage dumpling ground and a vast cogonal area, with no school, electric lights, water facilities, market place, or regular jeepney routes.  The livelihood of the settlers consisted of scavenging, garbage collection, and planting seasonal crops, vegetables and other fruit bearing trees.

In the decades that followed, Barangay Commonwealth progressed by leaps and bounds, counting among its achievements the creation of the Commonwealth Elementary School and San Francisco High School, as well as Barangay and SK Halls, complete electrical facilities,  equal distribution of deep wells, and many roads and jeepney routes.
