Through the initiative of Councilor Estanislao Alinea, Jr., and Assemblyman Roger Quiambao, an Executive Order on June 25, 1975 creating Barangay Mangga was signed, Covering a land area of 8.3085 hectares lying with natural boundaries along Buwaya Creek and at the right side of 20th Avenue occupied by the San Miguel Corporation Sales Office.
The First Barangay Captain was Rufino Aguilar who served for long years until Officer-in-Charge Onofre Manalo was appointed after the EDSA revolution. Rufino Aguilar was elected Barangay Captain after a regular election.
On May 21, 1993 a tragic fire gutted houses on 20th Avenue. Thousands of residents were unable to return and rebuild their houses when they found out that the lot they were occupying was owned and titled to somebody else. Due to this event, many residents of Barangay Mangga were forced to migrate to other places which caused a great reduction in its population.
