On May 10, 1962, during the time of Mayor Norberto Amoranto, Barangay Matandang Balara was created and registered in the name of Matandang Balara under Ordinance 5068.
The initial roster of barangay officials were led by Tiniente del Barrio Gregorio Maximo, and included Ignacio Juanson, Roman Perez, Melencio Bernardino, Alfredo Arceo, Ricardo Benjamin, Constancio Anoza and Simplicio Ubalde.
And its population during that time is 9,000. During the term of the first Council the barangay, with a population of 9,000, was undeveloped, with no electricity or water supply, and unpaved roads.
Barangay Matandang Balara continues to celebrate its fiesta is every second Tuesday of May, which has been observed since Spanish times.
