About Us
The Office of the City Assessor (OCAs) is responsible for carrying out real property tax-related functions such locating all taxable real properties (land, buildings and other structures, and machinery) in the City; identifying and updating ownership. Establishing taxable values based on actual use; and applying legal exemptions for exempt properties.

Services
Issuance of New Tax Declaration
Tax Declaration (TD) is a document that reflects the value of the real property whether land, building/improvement or machinery for purposes of real property tax collection, assessed against the owner/taxable person or entity, as authorized under existing laws/ordinances.
It can also be issued for various transactions such as:
- Transfer of Ownership (on the basis of New Title/s Issued)
- Consolidation/Subdivision or Segregation Lots/Improvement or Building
- Consolidation/Segregation with Transfer of Ownership of Real Property
- Consolidation of Ownership of Real Property
- Appraisal and Assessment of New Building/Improvements
- Request for Reassessment/Reclassification
- Request for Updating/Revision of values (per existing Ordinances)
- Request for Correction of Entry/ies, Annotation, as may be necessary
- Request for Cancellation of Assessment Record/s
- Request for Cancellation of Assessment based on Closure/Termination of Business
- Declaration of New/Undeclared Land (Titled Property)
As safety precaution, face to face transactions are minimized, thus, property owners and other stakeholders are required to transact online, using the [email protected] email facility for the meantime.
For those not able to transact online, the City Assessor’s Office provided a dedicated workstation for them to scan their documents and submit the same electronically. This method however requires additional time for the sanitation, while both methods require pre-evaluation activities and continued communication, before the transaction is officially entered or accepted for processing.

Issuance of Certifications of Real Property Assessment Documents (Tax Maps, Certified True Copy of Tax Declaration, Certifications of Property Holding, No Property and Certification of No improvement)
- Certified True Copy of Tax Maps – A tax map can be requested to identify the particular location of a property based on the latest Tax Mapping Record, whether manual or Geographical Information System (GIS), and for other purposes. However, this particular certification cannot be used as evidence for setting boundary disputes.
- Certification of Adjoining Lot Ownership – Certificate of Adjoining Lot Ownership is also issued for purposes of stating the exact location and nearby lot owners within the boundaries of a particular property requested by the owner.
- Certificate of Property Location and Vicinity – Certificate of Property Location and vicinity is also issued for the purpose of stating the exact location of property based on records available, as part of their due diligence before purchasing a property, land disputes, and for other purposes.
- Issuance of Property Holding Certification (With Property/No Property) and Certification of Improvement (No Improvement/With Improvement) – The City Assessor’s Office provides Certificate of Property Holdings or Certificate of No Property Holding upon the request of the owner or his authorized representatives, any government agency, or private entity. This service allows the taxpayer to obtain a listing of his/her property holdings as reference for payment of taxes, and for other legal purposes, it may serve.
- Certificate of No Improvement, on the other hand, provides proof that a certain parcel of land is vacant upon the request of the owner or his/her authorized representative. Should there be an improvement or structure thereon, declared on record, the office will Certify as to the improvement/s erected on the lot, as per the existing database.
- Counter Verification/Issuance of computer print-out/s – This is a fast lane service that provides readily available real property information instead of a certified true copy of tax declaration which may be used for paying their real property tax to the Office of the City Treasurer and for other uses it may serve.
- Issuance of Certified True Copy of Tax Declaration – The City Assessor’s Office provides Certified True Copy of Tax Declaration upon the request of the owner or his authorized representative, any government agency or private entities, for various reasons, the most common of which are for property transfer-related transactions, as a requirement of BIR, for mortgage/loan/financial institutions, courts and many other legal purposes.
- There are currently two (2) classifications of TDs being certified –the manual copy or those issued from 2006 and below, manually processed; and the other is the electronic ones which to date can be certified electronically as well.

Real Property Assessment Services
The City Assessor’s Office continues to maintain the integrity and reliability of the existing real property assessment database by employing established systems and procedures for efficient property verification and identification. Procedures are clear and through the deployment of our Quezon City Real Property Assessment & Taxation System (QCRPATS) hand in hand with the Real Property Dashboard which is another output of the eTAXMAPS project.

Property Transfer Assistance Portal (PTAP)
PTAP Is a single-window transaction portal, where taxpayers/property owners can “FILE-PAY-CLAIM” the following transfer documents, upon submission of the complete requirements:
• Requesting Tax Clearance
• Requesting Certified True Copy of Tax Declaration (TD)
• Requesting Certification of No/With Improvement
• Payment of Transfer Tax
Land Administration and Information Program
● New Payment Options
The Quezon City government has expanded payment options for city taxpayers who are planning to settle their real property tax through electronic means.
Under the city’s new tax payment option for direct payment using the QC e-Services portal, taxpayers can now settle their tax dues using the Paymaya e-wallet, credit card or transfer funds from the following banks: RCBC, Robinson’s Bank, Union Bank, BPI and PS Bank.
● CAO Enhances Systems Management Technologies Amid Pandemic
Despite the pandemic, the Quezon City Assessor’s Office continues to innovate. CAO developed and installed new applications designed to improve the present set-up of the enhanced Tax Mapping Systems (eTAXMAPS) Project, which is now on its fourth phase of implementation.
Part of the effort provided systems upgrade to the eTAXMAP’s software environment from ARcGIS version 10.6 to 10.8 in a bid to effectively manage the exploration and visualization of existing CAO records database for land, buildings and machinery. The initiative calls for the installation of additional desktop GIS (Geographic Information System) software for Property Appraisal Division (PAD) users for purposes of parcel updating, encoding building attributes and plotting of machinery using existing machinery records.
- Capability Building for Employees
Some 35 employees of the City Assessor’s Office participated in a month-long training program conducted by the Geodata Systems Technologies, Inc. in April for purposes of improving the utilization and maintenance of CAO’s Geographic Information System (GIS). The training program, consisting of lectures and workshops, enabled participants to analyze and navigate geospatial data.
- CAO Fetes Woman Achievers, SOLO Parents During Women’s Month Celebration
Quezon City Assessor Atty. Sherry R. Gonzalvo underscored the vital role that women play in the city’s development efforts as she led CAO officials and employees during the city’s celebration of Women’s Month in March.
Various activities were lined up by the Assessor’s Office to highlight the celebration of Women’s Month, which has as its theme, “Babae: Tayo ang Pagbabago.” Activities included an awarding ceremony for CAO women achievers, poster-making contest, short film presentation and distribution of special awards for solo parents.
Recognized as women achievers were Clarissa T. Mercado, Computer Operator I (EDP); Luz D. Gutierrez, Supply Officer III (Admin); Elvira M. Cerezo, Local Assessment Operations Officer III (PVSD); Antonietta C. Ressureccion, Local Assessment Operations Officer I (ARMD); Elizabeth Martell, Local Assessment Operations Officer III (PAD) and Neil V. dela Cruz, Tax Mapper I (TMD).
- Community Awareness Program
Quezon City Assessor Atty. Sherry R. Gonzalvo lauded members of the CAO vaccination team that was formed to manage the UP-Ayala Technohub vaccination site from May 13 to June 3, 2021.
The CAO team, led by Ms. Priscela B. Verzonilla, Information Technology Officer III and Electronic Data Processing (EDP) chief, tended to the needs of QC residents receiving the first and second dose of the COVID vaccines which made use of China’s Sinovac and the United Kingdom-developed AstraZeneca.
Aside from the Vax Team, CAO also formed the SAP-Ayuda Group to oversee the distribution of financial assistance to the beneficiaries of the government’s Social Amelioration Program in Barangay Batasan Hills. At least 40 CAO personnel were mobilized to distribute the assistance to some 48,000 SAP beneficiaries in said barangay from April 9 to 24, 2021.
