The Task Force on Solid Waste Collection, Cleaning and Disposal Services Management (TFSWCCDSM) was created through Executive Order No. 3 series of 2019 to specifically spearhead the implementation of solid waste collection, cleaning, and disposal for its continuing services to the people of the City and the creation of an Action Team to serve as its implementing arm.

TFSWM is composed of the following Divisions: Waste Management Operations, Permits and Compliance, Administrative Affairs and Property Management, and Public Affairs and Special Concerns.

SERVICES


WASTE MANAGEMENT OPERATIONS DIVISION

  • Implement all services pertaining to solid waste management
  • Assist in disaster related operations
  • Support all cleaning operations

PERMITS AND COMPLIANCE DIVISION

  • Process Application and Renewal of Environmental Clearances and Permit
  • Investigate on the complaints pertaining to sanitation
  • Conduct regular sanitation inspection to business establishments

ADMINISTRATIVE AFFAIRS AND PROPERTY MANAGEMENT DIVISION

  • Provide comprehensive range of administrative services
  • Conduct cleanup works to vital City Government establishments
  • Implement post closure and maintenance program to Payatas controlled disposal facility and other rehabilitating facilities

PUBLIC AFFAIRS AND SPECIAL CONCERNS DIVISION

  • Establish a responsive community communications system
  • Develop, undertake, and manage pilot-basis projects
  • Response team during outbreak arising from diseases
  • Conduct regular sanitation operations to identified vital city properties and facilities

How to Apply for Environmental Clearance (EC)

SECURING OF ENVIRONMENTAL CLEARANCE (EC)

Pursuant to City Ordinance No. SP-2350, S-2014 (QC E-Code)

Steps:

  1. Through either of the following:

•    At the Business-One-Stop-Shop (BOSS) via https://qceservices.quezoncity.gov.ph and send the

screenshot of the System Generated Message from the QC-Eservices email to our email at

enviclearance@quezoncity.gov.ph; or
 
•   Submit your latest Business Permit/ Tax Bill via email at enviclearance@quezoncity.gov.ph; or
 
•    Join our Viber Community using this number: 0905-367-9462

2. Evaluation of Submitted Documents

The Permits and Compliance Division thoroughly evaluate the submitted documents and update the Database.

3. Payment

After evaluation, you will receive a scanned copy of your Order of Payment Slip that should be settled at the Miscellaneous Payment Center in the Treasurer’s Office, QC Hall Complex.

Send a clear photograph of your Official Receipt to our email at enviclearance@quezoncity.gov.ph

4. Verification

Your EC application status will be verified.

5. Releasing of EC

After verification and upon notification, we will send you an electronic file of your Environmental Clearance Certificate.

How To Request a Special Waste Collection

Steps:

  1. Accomplished Letter of Request from Barangay

Accomplish a Letter of Request for Special Waste Collection indicating the exact address of areas concerned signed by the Barangay Chairman and Barangay Doctor/Health Personnel.

2. Sending of Letter of Request for Special Waste Collection.

Send us your Letter of Request for Special Waste Collection at TFSolidWaste@quezoncity.gov.ph

3. Evaluation

Kindly wait for our Special Concerns Team to coordinate with your barangay once the letter is received.

Note: The Letter of Request for Special Waste Collection will only be valid for fourteen (14) up to twenty-one (21) days within the quarantine period of the indicated areas.

How to Request a Special Operation: Riverways Cleaning Operations Group (RCOG)

Steps:

  1. Sending of Letter of Request for RCOG

Send us your Letter of Request for RCOG indicating the exact area concerned at TFSolidWaste@quezoncity.gov.ph.

2. Evaluation

Kindly wait for our Waste Management Operations Division team to coordinate with your barangay once the letter is received.

How to Request a Special Operation: Special Cleaning Operations Group (SCOG)

Steps:

  1. Sending of Letter of Request for SCOG

Send us a Letter of Request for SCOG indicating the exact area concerned at TFSolidWaste@quezoncity.gov.ph.

2. Evaluation

Kindly wait for our Waste Management Operations Division team to coordinate with your barangay once the letter is received.
