Barangay Holy Spirit began as part of Matandang Balara in the 1950s, a densely forested and grass-filled area where residents chopped wood for charcoal.

On August 11, 1982, National Law No. 546 was passed, led by former legislator Atty. Roger Quimbao as the author. The law provided for the separation of Area 5 under Matandang Balara and mandated the formation of a Barangay – Barangay Holy Spirit. The name Holy Spirit was derived from the parish of Holy Spirit located in BF Homes.

Proclamation No. 137 issued on August 11, 1987 by former President Corazon Aquino stated that the one hundred and fifty hectares (150 hectares) of the NGC would be sold directly to bonafide residents as land on which their houses are built and also as a housing project for qualified urban poor. This government move gave many people hope that they would have the opportunity to own the land on which their houses are built.
