In 1972, Barrio Escopa was divided into four barangays namely Escopa I, Escopa II, Escopa III and Escopa IV. Barangay Escopa II was created under Executive Order No. 29 by Mayor Norberto Amoranto under Presidential Decree No. 557 dated September 21, 1974.
The Escopa District in Greater Project 4 is known to be the home of the urban poor. Families which long inhabited the place during the 1970s and early 1980s were confronted with the hardship of living in extreme poverty. The houses where the people reside are legally theirs. However, they have no ownership over the land where their houses stand.
