Barrio Libis became Barangay Libis headed by a Barangay Captain on September 21, 1974, two years after the declaration of Martial Law.
The first elected Barangay Captain of was Ladislao Pasco, followed by Amado Eduarte. The community is run by the Barangay Council composed of Captain as Chairman, the seven elected Kagawad or representatives, an appointee secretary, a treasurer, and the elected chairman of the Sangguniang Kabataan (SK Youth Council).
