The Quezon City Government together with SPARK! Ph, and L’Oréal Ph has established the Digital Beauty Academy (DBA) for QCitizens including students from Quezon City University (QCU), solo parents, Persons with Disabilities (PWDs) and mothers of PWDs. 

Under the program, QCitizens undergo 2 to 3 months of various training sessions in beauty such as hair care, skin care and make-up. They also take on digital content creation, social commerce platforms, financial literacy and even mental health which will assist the sectors to productively contribute to the local economy. 

As of April 2025, a total of 1331 participants have graduated from the Academy.
