The Quezon City Scholarship Program is a city program that provides financial assistance, in the form of tuiThe Quezon City Scholarship Program is a city program that provides financial assistance, in the form of tuition fee grant and/or stipend given to deserving students, especially underprivileged ones. The program has four (4) scholarship categories:

1. Scholarship for Senior High School Students
2. Scholarship for Tertiary Students
3. Scholarship for Postgraduate Students
4. Scholarship for Continuing Education/Vocational Courses Students

Scholarship is renewed every school year (for Senior High School students) or school term/semester (for Tertiary and Postgraduate students) provided conditions set in the Scholarship Guidelines are met. 

BENEFITS:

Beginning School Year 2024-2025, new scholars are entitled to the following tuition fee grants and stipend per school year:

NOTE:
* Application for QC Excel Scholarship will begin in SY 2025-2026

**For Postgraduate Scholarship, scholars will automatically receive Php20,000 as stipend. The remaining Php30,000 (full amount) will only be released to scholars who will apply for Thesis/Dissertation Grant.

ELIGIBILITY:

To be eligible for scholarship, an applicant must:

• Be a Quezon City resident
• Not be a scholar of another Local Government Unit
• Be enrolled / registered / accepted at, or, be certified as a scholar by an educational institution recognized by the city.

Applicants must also meet the qualifications for the Scholarship Category/subcategory being applied for.

QUALIFICATIONS:

SCHOLARSHIP FOR SENIOR HIGH SCHOOL STUDENTS

Academic Scholarship

• Must graduate from junior high school with Academic Honors 1-10 or with top 10 highest overall GWA
• Must have a General Weighted Average of at least 89% or its equivalent

Specialized Track Scholarship

• Must be enrolled at a Specialized Public Senior High School
• Must have a General Weighted Average of at least 89% or its equivalent

Athletic and Arts Scholarship

• Must be a recent recipient of a major award for sports or arts, or, be a current member of a sports or arts program recognized by the city
• Must have a General Weighted Average of at least 85% or its equivalent

Youth Leaders Scholarship

• Must be a recent recipient of a recognized leadership award or currently serve as officials of the Sangguniang  Kabataan, Supreme Student Government or its equivalent, and Quezon City-registered Youth Organizations
• Must have a General Weighted Average of at least 85% or its equivalent

SCHOLARSHIP FOR TERTIARY STUDENTS

QC Excel Scholarship

• Must be a freshman/ first year tertiary student at the time of application

• Must be enrolled / registered / accepted in any of the priority courses or specializations identified by the Quezon City Government
• Must pass interviews and aptitude / psychological tests to be administered by the Quezon City Government
• Must show proof of  leadership/ volunteer work/socio-civic engagements
• Must have a GWA of at least 1.75 or its equivalent

Academic Scholarship

• Must graduate from senior high school with Academic Honors 1-10 or with top 10 highest overall GWA
• Must have a General Weighted Average of at least 1.75 or its equivalent

Athletic and Arts Scholarship

• Must be a recent recipient of a major individual award for sports or arts, or be a current member of a sports or arts program recognized by the city.
• Must have a General Weighted Average of at least 2.5 or its equivalent

Youth Leaders Scholarship

• Must be a recent recipient of a recognized leadership award recognized by the city, or, be a current official of the Sangguniang Kabataan, Supreme Student Government or its equivalent, and Quezon City-registered Youth Organizations
• Must have a GeneraL Weighted Average of at least 2.5 or its equivalent

Economic Scholarship

• Must belong to a household with a combined annual income within the low middle income to poverty threshold levels OR must belong to any of the following groups: displaced/relocated families within Quezon City, PWDs, household helpers/ kasambahays, Alternative Learning System (ALS) graduates, solo parents, children whose parent(s) was/ were found guilty with finality in criminal cases, family members of tricycle drivers and operators, and other vulnerable or marginalized sectors
• Must maintain a General Weighted Average of at least 3.0 (PASS) or its equivalent.

SCHOLARSHIP FOR POSTGRADUATE STUDENTS 

• Must be employed within the Quezon City Government or with other offices/units working with the Quezon City Government for at least 1 year
• Must have a GWA of at least 2.5  or its equivalent

SCHOLARSHIP FOR CONTINUING EDUCATION/ VOCATIONAL COURSES STUDENTS

• Must be enrolled in short courses or licensure/board/bar exam review courses taken by an applicant or a scholar from a training institution recognized by the city

SCHOLARSHIP APPLICATION PROCEDURE:

Scholarship Application (For New Applicants)

1. Secure a QCitizen ID through https://qceservices.quezoncity.gov.ph/. 
2. Log in at QCeServices website using the email address registered upon securing the QCitizen ID.
3. Fill out online application form and upload scanned copies of the following general documentary requirements:
   1. Copy of Grades / Transcript of Records / Form 137/ Form 138 for the last school year/term attended.
   2. Proof of school enrollment/ registration/ acceptance for the current school year/term or,  certification indicating that the applicant is a scholar from an educational institution recognized by the city
4. Submit to an interview to be conducted by QCYDO. Other modes to validate an applicant’s identity may also be employed.
5. Receive notification to upload scanned copies of any additional documents related to the scholarship category being applied for. (Please refer to the table on the succeeding pages for the list of Additional Documents).
6. Receive notification on approval of scholarship application.
7. Download a copy of  the Certificate of Scholarship through QCeServices.
8. Receive notification on signing and claiming of the Sworn Attestation and Undertaking and Scholarship Contract at the Quezon City Youth Development Office.
9. Upload the Statement of Account (SOA) provided by the school.
10. Receive notification on release of scholarship grants.

	Economic Scholarship	Any of the following: -Certificate of Indigency from Barangay or QC SSDD -Proof that the person is registered with SSS as Kasambahay -DepEd Certification of Equivalency for ALS Graduate -Solo Parent ID issued by QC / Certificate from SSDD -Court certification confirming that the parent(s) of the applicant have been found guilty with finality in criminal cases. -Latest copy of contract or Proof of Income for children of OFWs Any of the following may be required in addition to the documents listed below: -Proof of Income -Latest ITR of parents  -Parents Affidavit of Non-filing of Income Tax Return -Certificate of Tax Exemption from BIR
Scholarship for Postgraduate Students		-Proof of Employment (indicating salary grade level and position held) -Recommendation from Unit/ Department /Office Head -Other proof stating duties and responsibilities
Scholarship for Continuing Education/ Vocational Students		Course or Training Curriculum

NOTE:  Alternative documents may be submitted, subject to approval of QCYDO .

Scholarship Renewal (For Existing Scholars)

1. Log in at QCeServices using the email address registered upon securing the QCitizen ID
2. Fill out the online renewal application form and upload scanned copies of the following documents through QCeServices.

1. Copy of Grades / Transcript of Records / Form 137/ Form 138 for the last school year /term attended
2. Proof of school enrollment/registration/acceptance for the current school year/school term or certification indicating that the applicant is a scholar from an educational institution recognized by the city
3. Appeal form (for a scholar who failed to meet the qualifications to renew based on the scholarship guidelines)
4. Leave of Absence/Notice of Non-Renewal (for a scholar who will not be able to renew for the coming term / school year)

3. Receive notification on approval of scholarship renewal application.
4. Download a copy of the Certificate of Scholarship through QCeServices.
5. Upload the Statement of Account (SOA) provided by the school.
6. Receive notification on release of scholarship grants.

SCHOLARSHIP SCREENING COMMITTEE (SSC) 

The SSC is tasked to perform the following functions relevant to the scholarship program: 

1. Oversee the implementation of Ordinance No. SP-3283, S-2024
2. Prepare guidelines on the process of application, approval, and termination of scholarship
3. Approve the Roster of Scholars prepared by QCYDO
4. Approve appeals in relation to approval of scholarship application and renewal 
5. Handle special and other analogous cases that may come about by reason of, or in relation to the implementation of this the said ordinance

The SSC is headed by the City Mayor and is composed of representatives from the following:

2. City Council, Committee on Education, Science, and Technology
3. Quezon City Youth Development Office
4. Human Resource Management Department
5. City Planning and Development Department
6. Quezon City University
7. Education Affairs Unit
8. Social Services Development Department
9. Schools Division Office, Quezon city
10. City Budget Department
11. City Accounting Department
12. City Treasurer’s Office

The City Mayor may designate additional SSC members to ensure efficient implementation of the scholarship program.
