Pangkabuhayang QC (PBQC) is a livelihood training and capital assistance program open to QCitizens planning to start a business.
QUALIFICATIONS:
- A Quezon City Resident
- 18 years old and above
- Not a previous beneficiary of Pangkabuhayang QC or from the same household as previous beneficiaries
- Must be physically able to work
- Applicant must be the one who will start the business
- Not an employee of the national government, local government, or barangay
- Must belong to any of these categories:
- Microentrepreneur/Vendor
- Unemployed Solo Parent
- Person with Disability (PWD)
- Returning OFW or Member of an OFW Household
- Completers of Livelihood/Entrepreneurship Training Programs (16 hours or more endorsed by Quezon City Government, National Government, or city-partnered institutions)

- Philsys ID/National ID issued by PSA
- Philippine Passport Issued by DFA
- Driver’s License Issued by LTO
- Professional Regulation Commission (PRC) ID
- Integrated Bar of the Philippines (IBP) ID
- GSIS UMID ID/ eCard
- SSS UMID ID
- HDMF (Pag-ibig) Transaction/ Loyalty Card
- Voter’s ID issued by COMELEC
- Postal ID issued by Philippine Postal Corporation
- Senior Citizen’s ID issued by OSCA or LGU
- OFW ID issued by DOLE
- OWWA ID
- Seaman’s Book issued by MARINA
- Diplomat or Consular ID issued by the Philippine Embassy
- NBI Clearance
- DSWD Certification/4PS ID
- PWD ID issued by NCDA or its regional counterpart, Office of the Mayor, Office of the Barangay Captain, DSWD, and participating organization with Memorandum of Agreement

- For Microentrepreneur/Vendor:
- Valid Barangay Permit
- City/Mayor’s Business Permit
- DTI Business Name Registration Certificate
- DTI Barangay Micro Business Enterprise (BMBE)
- Hawkers Permit from Market Development and Administration Department (MDAD)
- For Solo Parent:
- Solo Parent ID or Certification from Social Services Development Department (SSDD)
- For PWD:
- PWD ID from Persons with Disability Affairs Office (PDAO)
- For Returning OFW/Member of OFW Household:
- Certification or Endorsement from Public Employment Service Office (PESO)/ QC Migrant Resource Center
- For Completer of Livelihood/Entrepreneurship Training Program:
- Certification or endorsement from the training institution
- For Microentrepreneur/Vendor:
PROCESS:
- Go to QC E-Services and log-in.
- Click on “Pangkabuhayang QC”.
- Fill up the Pangkabuhayang QC application form and upload the necessary documents. There are four parts of the PBQC online application form: General Information, Summary of Business Plan, Requirements, and Attestation. Ensure that all the details provided are complete and correct.
- Click “Submit”.
Reminders:
- The business plan template is attached to the application form. There is no need to create your own template.
- Applicants undergo screening for two (2) weeks up to one (1) month. Applicants can view their application status on the QC E-Services website.
- Applicants who pass the screening period will receive an email containing the schedule for interview and validation. The printed application form and required documents must be brought to the interview.
- After the interview and validation, QC-SBCDPO will announce on its official Facebook page when the final application status will be posted on QC E-Services.
- Applicants who receive the approved status will receive a notification via email or text regarding training and payout schedule.
- The SBCDPO will conduct onsite surprise visits to the stores/place of business of the different beneficiaries for monitoring purposes.
