QUEZON CITY SCHOLARSHIP PROGRAM

The Quezon City Scholarship Program provides financial assistance to deserving students, especially underprivileged ones. The program has four (4) scholarship categories:

  1. Scholarship for Senior High School Students
  2. Scholarship for Tertiary Students
  3. Scholarship for Masters and Doctorate Students
  4. Scholarship for Vocational Courses Students

Scholarship is renewed every school year or school term provided conditions set in the Scholarship Guidelines are met.

BENEFITS

Beginning School Year 2021-2022, scholars will receive the following tuition fee grants and stipend per school year:

*Thesis/Dissertation grant is released one-time upon approval of policy/program proposals presented to the QCYDO. **Scholarship grant for vocational courses students is released one-time.

To be eligible for scholarship, applicants must:

  1. Be a Quezon City resident
  2. Not be a recipient of scholarship grant from another Local Government Unit
  3. Be enrolled/registered/accepted in a recognized educational institution at the time of application for scholarship

The applicant must also meet the qualifications for the scholarship category being applied for, as stated in the succeeding sections.

QUALIFICATIONS

I. SCHOLARSHIP FOR SENIOR HIGH SCHOOL STUDENTS

  1. Must be a graduate of a Quezon City public or private secondary school
  2. Must be a Grade 10 completer with academic honors, overall Rank 1 to10
  3. Must maintain a General Weighted Average of at least 85%

II.  SCHOLARSHIP FOR TERTIARY STUDENTS

Academic Scholarship

  1. Must be a graduate of a Quezon City public or private high school
  2. Must graduate from high school with academic honors, overall Rank 1 to10
  3. Must maintain a General Weighted Average of at least 1.5 or its equivalent for Academic overall Rank 1 & 2 and at least 1.75 or its equivalent for overall Academic Rank 3 to 10

Economic Scholarship

  1. Must be a graduate of a Quezon City public or private high school
  2. Must maintain a General Weighted Average of at least 3.0 or its equivalent
  3. Must belong to any of the following groups: indigent families, displaced/relocated families, and vulnerable and marginalized sectors (PWDs, Kasambahays, ALS graduates, solo parents, children in conflict with the law, families of tricycle drivers and operators)

Athletic and Cultural Arts Scholarship

  1. Must be a graduate of a Quezon City public or private high school
  2. Must be a recipient of a top individual award/recognition for sports and cultural arts in the most recent school year / school term / playing season given by recognized institutions
  3. Must maintain a General Weighted Average of at least 2.5 or its equivalent

Youth Leaders Scholarship

  1. Must be a graduate of a Quezon City public or private high school
  2. Must be a recipient of  a leadership award given by the city or serve as Sangguniang Kabataan/Supreme Student Council member or as president/vice president of (or equivalent) of Quezon City registered youth organizations
  3. Must maintain a General Weighted Average of at least 2.5 or its equivalent

Specialized Courses Scholarship

  1. Must be a graduate of a Quezon City public or private high school
  2. Must maintain a General Weighted Average of at least 1.75 or its equivalent
  3. Must be enrolled or registered in any of the priority courses or specializations identified by CHED, with priority on courses deemed necessary by the Quezon City Government (The List of Priority Courses will be updated and posted before the start of the school year.

III. SCHOLARSHIP FOR MASTERS AND DOCTORATE STUDENTS

  1. Must be enrolled/registered/accepted in a Higher Education Institution recognized by CHED or in any recognized International Institution
  2. Must be employed for at least 2 years or occupy at least a Salary Grade Level 14 position (or its equivalent)
  3. Must maintain a General Weighted Average of at least 2.0 or its equivalent

IV. SCHOLARSHIP FOR VOCATIONAL COURSES

  1. Must belong to any of the following groups: indigent families, displaced/relocated families, and vulnerable and marginalized sectors (PWDs, Kasambahays, ALS graduates, solo parents, children in conflict with the law, families of tricycle drivers and operators)
  2. Must be enrolled in a TESDA accredited training institution or other training institutions recognized by the Quezon City Government
  3. Must be enrolled in vocational courses designed to develop necessary workforce skills related to:
    • Service and Logistics
    • E-commerce
    • Business Start-up / Business Administration
    • Financial Literacy
    • Information and Communications Technology
    • Product/Service Development
    • Office Administration / Business Communication

SCHOLARSHIP APPLICATION PROCEDURE

Scholarship Application (For New Scholars)     

  1. Secure a QCitizen ID and register email at QCeServices
  2. Apply for scholarship online.
    1. Go to https://qceservices.quezoncity.gov.ph/
    2. Log-in using email registered at QCeServices
    3. Choose “QC Scholars” from the list of services
    4. Fill-out the online Scholarship Application Form
    5. Upload scanned copies of the following documents:
      1. True copy of grades/Transcript of Records/Form 137 or 138 for the previous school term/school year
      2. Any of the following IDs
        1. Valid government ID (front and back)
        2. School ID (front and back)
        3. e-copy of QCitizen ID
          Proof of school enrollment/registration/acceptance for the current school year/school term 
  1. Receive notification for interview and uploading of scanned copies of additional documents by scholarship category / sub-category. These documents will be uploaded via QCeServices.
  2. Receive notification on approval of scholarship application and generation of Scholarship Contract and Certificate of Scholarship. These documents will be generated via QCeServices.
  3. Receive notification on release of scholarship grant

Scholarship Renewal (For Existing Scholars)

  1. Renew scholarship online.
    1. Go to https://qceservices.quezoncity.gov.ph/
    2. Log-in using email registered at QCeServices
    3. Choose “QC Scholars” from the list of services
    4. Fill-out the online Scholarship Renewal Form
    5. Upload scanned copies of the following documents:
      1. True copy of grades/Transcript of Records/Form 137 or 138 for the previous school term/school year
      2. Proof of school enrollment/registration/acceptance for the current school year/school term
      3. Approved Leave of Absence (for scholars who did not enroll or transact in the previous school year/school term)
  1. Receive notification for interview.
  2. Receive notification on approval of scholarship application and generation of Scholarship Contract and Certificate of Scholarship. These documents will be generated via QCeServices.
  3. Receive notification on release of scholarship grant

CONDITIONS

  1. Scholars must meet/maintain the prescribed General Weighted Averages per scholarship category. Scholars may appeal in cases of INCOMPLETE/FAILED/DROPPED grades. Appeals will be raised to the Scholarship Screening Committee for approval.
  1. Scholarship will cover the prescribed number of years as prescribed in the scholar’s curriculum/program/degree requirements.
  1. Scholars who are unable to meet the conditions for their scholarship have the option to apply in other categories or re-apply in their original category, provided all qualifications are met.
  1. Scholars must carry the full load prescribed (or allowable) in the curriculum.
  1. Scholars who shift courses or transfer schools may be allowed to apply for scholarship. However, the number of years/ school terms covered by the scholarship based on the scholar’s first scholarship application will remain.
  1. Scholarship grants may be claimed following deadlines set by the office, in coordination with the City Treasurer’s Office.
  1. Scholars are encouraged to actively participate in community/special projects initiated by the City Government for the duration of his/her scholarship or as the need arises.
  1. For Masters / Doctorate Students, theses/dissertations must incorporate policy/program proposals for the QC LGU and must be presented to the Scholarship Screening Committee (SSC). The Youth Development Office must be provided a copy of the scholars’ policy/program proposals, at minimum, taking into consideration school policies on sharing of student theses and dissertations.
  1. Masters / Doctorate scholars must render service for at least a year after degree completion, or otherwise, be required to pay the scholarship amount equivalent to 1 year.
  1. Only one member per family may avail a scholarship grant at any given time.
  1. Scholars of other national, or private organizations will be allowed to avail scholarship grant from the city provided that the scholar meets all conditions stated in his/her other scholarships. In which case, the city will only cover the additional amount needed by the scholar, not exceeding the allowable scholarship grant for the scholarship category being applied for.  Scholars of other LGUs, however, are not eligible for scholarship grant.
  1. Scholars who are from private schools or from schools outside Quezon City may be allowed to apply for scholarship grant provided they meet the qualifications for Economic Scholarship.
  1. Additional documents may be required by the Youth Development Office, as the need arises.
  1. For scholarship for vocational courses students, the scholarship ends when the scholar completes the training hours prescribed by the training institution. An individual will only be allowed to avail the scholarship once.
  1. All other special cases will be raised to the Scholarship Screening Committee for appropriate action.

TERMINATION OF SCHOLARSHIP

The following constitute general grounds for termination of scholarship:

  1. Non-fulfillment of conditions stated in the Quezon City Scholarship Program Guidelines
  2. Forging, falsification, and misrepresentation
  3. Conviction of a crime and/or health conditions that render the scholar unfit to pursue studies during the school year/school term applied for
  4. Other causes as may be determined by the YDO, as approved by the Scholarship Screening Committee.
