QUEZON CITY YOUTH DEVELOPMENT OFFICE
The Quezon City Scholarship Program is a city program that provides financial assistance, in the form of tuition fee grant or stipend given to deserving students, especially underprivileged ones. The program has four (4) scholarship categories:
- Scholarship for Senior High School Students
- Scholarship for Tertiary Students
- Scholarship for Postgraduate Students
- Scholarship for Continuing Education or Vocational Students
Scholarship is renewed every school year (for Senior High School students) or school term or semester (for Tertiary and Postgraduate students) provided conditions set in the Scholarship Guidelines are met.
BENEFITS:
Beginning School Year 2024-2025, new scholars are now entitled to the following tuition fee grants and stipend per school year:

NOTE:
* Application for QC Excel Scholarship will begin in SY 2025-2026.
**For Postgraduate Scholarship, scholars will automatically receive Php20,000 as stipend. The remaining Php30,000 (full amount) will only be released to scholars who will apply for Thesis/ Dissertation Grant.
ELIGIBILITY:
To be eligible for scholarship, an applicant must:
- Be a Quezon City resident
- Not be a scholar of another Local Government Unit
- Be enrolled/ registered/ accepted in a recognized educational institution at the time of application for scholarship or be certified as scholarship applicant by a recognized educational institution
Applicants must also meet the qualifications for the Scholarship Category being applied for.
QUALIFICATIONS:
SCHOLARSHIP FOR SENIOR HIGH SCHOOL STUDENTS
Academic Scholarship
- Must graduate with Academic Honors or with the top 10 highest overall GWA
Specialized Track Scholarship
- Must be enrolled in a Specialized Public Senior High School located outside his/her district of residence
Athletic and Arts Scholarship
- Must be a recent recipient of a major individual award for sports or arts or must be an active member of a sports program recognized by the city
Youth Leaders Scholarship
- Must be a recent recipient of a recognized leadership award or currently serve as officials of the Sangguniang Kabataan, Supreme Student Government or its equivalent, and Quezon City-registered Youth Organizations
SCHOLARSHIP FOR TERTIARY STUDENTS
QC Excel Scholarship
- Must be enrolled/ registered/ accepted in any of the priority courses or specializations identified by the Quezon City Government
- Must pass interviews and aptitude / psychological tests to be administered by the Quezon City Government
- Must show proof of volunteer work/socio-civic engagements
Academic Scholarship
- Must graduate with Academic Honors or with top 10 highest overall GWA
Athletic and Arts Scholarship
- Must be a recent recipient of a major individual award for sports or arts or must be an active member of a sports program recognized by the city
Youth Leaders Scholarship
- Must be a recent recipient of a recognized leadership award or currently serve as officials of the Sangguniang Kabataan, Supreme Student Government or its equivalent, and city-registered Youth Organizations
Economic Scholarship
- Must belong to a household with a combined annual income within the low middle income to poverty threshold levels OR must belong to any of the following groups: displaced/relocated families within Quezon City, PWDs, household helpers/ kasambahays, Alternative Learning System (ALS) graduates, solo parents, children whose parent(s) was/ were found guilty with finality in criminal cases, family members of tricycle drivers and operators, and other vulnerable or marginalized sectors
SCHOLARSHIP FOR POST-GRADUATE STUDENTS
- Must be employed within the Quezon City Government or with other offices/units working with the Quezon City Government for at least 2 years
SCHOLARSHIP FOR CONTINUING EDUCATION/VOCATIONAL COURSES STUDENTS
- Must be enrolled in short courses designed to develop necessary professional workforce skills, to include review classes for Board/ Bar/ LET, and the like
SCHOLARSHIP APPLICATION PROCEDURE:
Scholarship Application (For New Applicants)
- Secure a QCitizen ID through QC E-Services.
- Log in at QC E-Services using the email address registered when securing QCitizen ID and select “QC Scholarship Program”.
- Fill out online application form and upload scanned copies of the following general documentary requirements:
- Copy of Grades/ Transcript of Records/ Form 137/ Form 138 for the last school term attended
- Proof of school enrollment/ registration/ acceptance for the current school year/term or school scholarship application certification from the school
- Submit an introductory video through QC E-Services.
- Receive notification to upload scanned copies of additional documents related to the scholarship category being applied for. Please refer to the table below for a list of Additional Documents.
- Receive notification on approval of scholarship application.
- Once approved, download the Certificate of Scholarship through QC E-Services.
- Receive notification on signing and claiming of the Sworn Attestation and Undertaking and Scholarship Contract at the Quezon City Youth Development Office.
- Upload the Statement of Account (SOA) provided by the school through QCeServices.
- Receive notification on release of scholarship grants.

Scholarship Renewal (For Existing Scholars)
- Log in at QCeServices using the email address registered upon securing the QCitizen ID and select “QC Scholarship Program” then click “Scholarship Renewal”.
- Fill out online application form and upload scanned copies of the following documents through QCeServices.
- Copy of Grades/ Transcript of Records/ Form 137/ Form 138 for the previous semester or school year
- Proof of school enrollment/ registration/ acceptance for the current school year/ school term
- Appeal form (applicable only for scholars who failed to meet qualifications to renew based on the scholarship guidelines)
- Approved Leave of Absence (applicable only for scholars who will not be able to renew for the coming term/ school year)
- Receive notification on approval of scholarship renewal application.
- Once approved, download the Certificate of Scholarship through QCeServices.
- Upload the Statement of Account (SOA) provided by the school through QCeServices.
- Receive notification on release of scholarship grants.
SCHOLARSHIP SCREENING COMMITTEE (SSC)
The SSC is tasked to perform the following functions relevant to the scholarship program:
- Oversee the implementation of Ordinance No. SP-3283, S-2024, through QCYDO
- Approve the Roster of Scholars submitted by QCYDO
- Approve appeals in relation to approval of scholarship application and renewal
- Handle special and other analogous cases that may come about by reason of, or in relation to the implementation of this the said ordinance

- City Council, Committee on Education, Science, and Technology
- Quezon City Youth Development Office
- Human Resource Management Department
- City Planning and Development Department
- Quezon City University
- Education Affairs Unit
- Social Services Development Department
- Schools Division Office
- City Budget Department
- City Accounting Department
- City Treasurer’s Office
The City Mayor may designate additional SSC members to ensure efficient implementation of the scholarship program.
