The Quezon City Government through the Gender and Development Council Office has officially launched the Right to Care Card empowering resident queer couples to make medical decisions for their partners.
The Right to Care Card operates through a Special Power of Attorney (SPA) and recognizes the decision of the cardholders to agree, refuse, or withdraw consent for any type of medical care for their partners, including treatment, procedures, tests, and prescriptions.
The program has been initially implemented in the city government hospitals, such as the Quezon City General Hospital, Novaliches District Hospital, and Rosario Maclang Bautista General Hospital.
The initiative is part of the city’s solidarity and fight towards creating an equal, inclusive, and respectful community for every QCitizen, regardless of gender.
From 2023 to 2025, 468 queer couples have applied for the Right to Care card. Among all the cities, Quezon City is the first to launch RTC in the Philippines.
