All workers are required to secure an Occupational Permit in order to work in the city.

Workers need to set an appointment online with the Business and Permit Leasing Department (BPLD) and submit the requirements on their scheduled appointment.

NOTE: Validity of Occupational Permit is one (1) year from date of issuance.
If you are a first-time job seeker, please secure and present a certification from QC Public Employment Service Office to have the Occupational Permit waived.

REQUIREMENTS:

ADDITIONAL REQUIREMENTS FOR SPECIFIC GROUP OF WORKERS:

FOR MINORS:

  • Parental Consent
  • Valid ID of Legal Guardian
  • Birth Certificate of applicant

FOR CHILDREN UNDER 15 YEARS OLD:

  • Working Child’s Permit from Department of Labor and Employment
  • Parental Consent
  • Valid ID of Legal Guardian
  • Birth Certificate of applicant

FOR GUEST RELATIONS OFFICER, MASSEUR, THERAPIST, REFLEXOLOGIST:

  • Yellow Card from City Health Department

FOR SECURITY GUARD/ STAFF/ OFFICER/ INTERNAL/ CIVILIAN:

FOR FOREIGN APPLICANTS:

  • Alien Employment Permit (AEP) from Department of Labor and Employment

FOR PROFESSIONAL (PRC HOLDERS):

  • Waiver for Professionals
  • Photocopy of PRC ID

FOR EMBALMER:

  • Embalming License from Department of Health

ONLINE APPLICATION:

  1. Log on to QC E-Services.
  2. In the menu of services, select ‘Occupational Work Permit’.
  3. Fill out the Application Form and upload the required documents.
  4. Wait for the confirmation or approval that will be sent via email.
  5. Pay the corresponding fee with the City Treasurer’s Office:
    • For workers in industries under Art.22 Sec. 85B: PHP 75
    • For workers in industries under Art.22 Sec. 85A: PHP 150
    • Photo fee for all applicants: PHP 20

ONLINE PAYMENT:

  1. Email the order of payment to misctaxpayment.cto@quezoncity.gov.ph
  2. Send or transfer payment via QC Landbank account
  3. Email the proof of payment to misctaxpayment.cto@quezoncity.gov.ph
  4. Receive the photo of Original Receipt (OR) to be issued by City Treasurer’s Office
  5. Claim the OR at the Online Payment Group, City Treasurer’s Office, 3rd floor. Present valid ID and photo of OR as reference

NOTE: Validation for online payment will take about two to three working days.

MANUAL/ ONSITE APPLICATION:

  1. Submit all required documents and application forms to the Occupational Permit Section Personnel of the Business Permits and Licensing Department.

MANUAL/ ONSITE PAYMENT:

  1. Proceed to the Miscellaneous Counter at the City Treasurer’s Office and present the original order of payment (no alterations).
  2. Pay the corresponding fee and receive the official receipt:
    • For workers in industries under Art.22 Sec. 85B: PHP 75
    • For workers in industries under Art.22 Sec. 85A: PHP 150
    • Photo fee for all applicants: PHP 20
  3. Present OR to the Occupational Permits Section Personnel at the Business Permits and Licensing Department and claim the Occupational Permit.
